This increased the budget by $12.4M. The Utility Fund increased $3.5M due to the beginning of repayment of debt for the nearly complete Recy- cled Water Treatment Plant project. The near completion of the project also resulted in a $4M decrease in the project construction fund. The proceeds of the 2014 Water & Sewer revenue bonds are nearly spent as well resulting in an additional $4M decrease in the budget.
