Under the program outlined here and which sched- jule the highway commissioners !sanction more than a half mil 4.! lion dollars of state money is vdestined for work on trunk ;roads in the county, provided the county does its share. , With this in view and with j the further fact that the 10 ; million bond issie by the state wiH carry Oregon almost to the v limit of the bonded indebted- jness allowed for road purposes ithe necessity of voting the i bonds on March 4 becomes ap- 'parent.' In common sense Uma tilla county has no other course save to vote for the road bonds. There is every reason to be lieve our county bond issue will carry. There is no organ ized opposition and no grounds for opposition. However there will be many negative votes cast and there is a chance for defeat of the measure if a light vote is had. Those who oppose are auite likely to be at the polls to register their objec tions. If a sufficiently large percentage of those favoring the county bonds fail to vote the bond issue will meet defeat. Our common school system is weak at the very point where there should be strength. There was a chance to remedy the situa tion last fall. A meritorious measure for a normal school in eastern Oregon and, one in southern Oregon was before the people. The bill was so worded that, in case of its ad option, no building work should be undertaken until after the war. It was a timely and justi fied reconstruction measure.
