CHAMBERLAIN'S DUTY.
Since both Cake and Chamberlain
stand for exactly the same principle
In the senatorial race, It seem sthat
I. Is a useless struggle between friends
for both to run and engender unneces
sary bitterness and since Mr. Cake
was. first In the field. It Is Governor
Chamberlain's plain duty to with
draw from the senatorial race, if, as
he says, he desires to make the race
on the principle of the popular elec-
tlon of United States senators.
Mr. Cake made a fine - campaign,
defeating the strongest man In the
republican party In the state, accord
ing to the estimates of many, and he
will ably represent Oregon and will
vote for the amendment to the con
stitution providing for the popular
election of senators.
As Mr. Cake belongs to the majority
party In congress and Is In sympathy
with the president and his policies,
and would be of actual service to the
country as a working member of the
senate at this time, there seems to be
nothing for Governor Chamberlain to
do but gracefully decline to run
against a friend and co-worker.
FACTIONS AND FEUDS.
Tom Richardson struck a key note
ir. his address In this city last night
when he. said that local factions In
politics, business and society, have
kept Oregon from developing and
held her people apart for years when
they should have been united and
working together.
This is true of every settlement,
anywhere In the world. People are
certain to divide up Into sets and
clans. They will naturally drift Into
factions with no excuse for a dividing
line, but an Imaginary dividing line
keeps them apart.
The time lias come In Oregon to
kill off this factional spirit. Oregon
needs a rejuvenating, she needs an
awakening which will bring her to
realize how great she really U and
how Insignificant are her petty fac
tional quarrels and dividing lines.
We must rise supreme above these
disgusting little quarrels, we must get
away from that old view of men and
things and look with broader Intelli
gence, more charity, more wisdom on
the work before us.
There Is room and place for all to
work harmoniously In every communi
ty. We should not stop to ask to
which faction a man belongs, what
are his politics, or religion before In
viting him to take up the work of
boosting the town.
New blood is coming into Pendle
ton and Umatilla county and this new
blood knows nothing of the old fights;
these new settlers bought no quarrel
when they came here; the new people
did not enlist In a continual factional
warfare when they became residents
and In the name of common sense
and common home pride, let us for
get the factions, let us forget the di
viding lines, let us be one people,
with one object nnd one method of
working toward that object.
Umatilla Is the greatest county In
the Inland empire. It Is a magnificent
empire within Itself and It should not
be torn and rent by little selfish quar
rels. Let us climb above these petty
things and get together on a broad,
high plane. Let us begin now, today.
no excuses to offer.
Pendleton has no excuse to offer
for the failure of her property owners
to raise a publicity fund and'start'a
campaign for new settlers' In . the
county. The people of Pendleton and
Umatilla county are simply too pros
perous. Tney nave too mucn money,
too large Incomes, are too Independ
ent to bother with publicity funds
and booster programs.
That was the most representative
body of citizens brought together for
a long time, which greeted Tom Rich
ardson at the court house last night,
but It was absolutely Irresponsive to
his appeals for funds, totally heedless
of his glowing accounts of booster's
programs elsewhere In the state.
As long as the land yields well In
this vicinity, as long as rents come
In regularly, as long as Incomes are
certain and business Is good, what Is
the use for the property owner to
spend his money In advertising the
country or boosting? That Is the at
titude of a large part of the west.
But when the productiveness of the
land reaches Its zenith and then be
gins slowly to recede; when business
stops growing for lack of new blood In
the country; when rents begin to slip
downward and vacant buildings be
come more plentiful, then people will
awaken to the resources of the coun
try and there will come an era of
genuine boosting such as Salem has
experienced In the past year.
NOT OUSTED TOO SOON.
William D. Haywood has been dis
charged from the office he held with
the Western Federation of Miners be
cause, forsooth, he got on a prolonged
debauch w'hlle in Denver, says the
Spokane Chronicle.
Many people will commend the ex
ecutive council for-discharging Hay
wood for the reasons given, but a large
proportion of the people of the coun
try may agree that Haywood should
have lost his office with the Federa
tlon long ago on account of his treas
onable, libelous and socialistic
speeches against the government, the
president and the courts of the land
Haywood's alleged debauch Is one
of the least of his sins against the
principle of good citizenship, and
many men who drink to excess and
make a practice of carousals are at
heart better and more desirable citi
zens of this republic than Haywood
would ever make, eve nthoirgh he
were a teetotaler.
It is sincerely hoped by the news
papers that Raisull, the Morroccan
bandit, has not been killed as report
ed. Raisull has been aft excellent
source of news for the past two years.
When every other activity In the news
world seemed lagging painfully,
Raisull could be counted upon to come
forward with a rich news story Just
at the most critical time. Long live
Raisull!
All the theories of phrenology and
physlogomy have been shattered in
the case of J. Thorburn Ross, presi
dent of the Title Guarantee and Trust
company. To look at his pictures In
the papers, one would think he could
be trusted, but from all accounts a red
hot stove would not be safe I" his
keeping. The Salem Jury evidently
secured' a close view of him.
When men who own a town will
not give a cent to boost It, carr you
expect men who are renters and ten
ants to do the boosting for them?
The program Is to be changed. The
man who owns the property and who
will lose If Pendleton stops growing,
must hereafter do his share of boost
ing and publicity work.
Tom Richardson gave his audience
some excellent advice last night when
he said the most appropriate Christ
mas present you can send to friends
and relatives In the east Is a years
subscription to the local paper. This
Is a most effective way of advertis
ing the state.
Governor Mead of Washington, left
Olympla last evening for Washington
city, where he will attend the con
ference of governors which Is to be
held at the White House May It to 16.
The conference is called to take up
matters of concern to all parts of the
country.

LINCOLN ADDRESS IN SCHOOLS.
The Lincoln Educational league has
provided ft fund of 120.000 to be used
toward placing In the school houses
throughout the country bronze tablets
bearing the full text of Abraham Lin
coln's address at Gettysburg. The
league will pay olie-half the cost of
each tablet If the school or any per
son Interested In It will contribute the
other half.
This famous address by President
Lincoln was delivered November 19,
1S63. at the dedication of the Gettys
burg National cemetery. The address
follows:
Fourscore and seven years ago our
fathers brought forth on this conti
nent a new nation, conceived In lib
erty and dedicated to the proposition
that nil men are created equal.
Now we are engaged In a great cvlll
war. testing whether that nation, or
any nation so conceived nnd so dedi
cated, can long endure. We are met
on a great battlefield of that war. We
have come to dedicate a portion of
that field as a final -resting place for
those who here gave their lives that
that nation might live. It Is altogeth
er fitting and proper that we should
do this.
But, In a larger sense, we cannot
dedicate we cannot consecrate we
cannot halo this ground. The brave
men, living and dead, who struggled
here, have consecrated It far above
our poor power to add or detract.
The world will little note nor long re
member what we say here, but It can
never forget what they did here. It Is
for us, the living, rather to be dedi
cated here to the unfinished work
which they who fought here have thus
far so nobly advanced. It Is rather
for us to be here dedicated to the
great task remaining before us that
from these honored dead we take In
creased devotion to that cause for
which they gave the last full measure
of devotion: that we here highly re
solve that these dead shall not have
died in vain; that this nation, under
God. shall have a new birth of free
dom, and that government of the peo
ple, by the people, for the people shall
not perish from the earth.

Christian recognizes mill pain and
pleasure the hand of a guiding God.
Instead of limiting love to the tomb
stone, he sees n death the evolution
of the soul. He admits that "all the
world's a stage," but he predicts that
at last the masks will fall and we

DEATH BLOW TO GAMBLING.
The state supreme court. In a de
cision rendered Monday In the case
of Charles Preston, a Walla Walla
gambler, convicted In the superior
court of conducting a gambling game,
hoi. Is that any game, whether con
ducted In a private or public place
when It Is operated for gain. Is un
lawful nnd Is therefore punishable
under the state law relating to gam
bling. The decision is an Important one
as It sets at rest the contention rais
ed by the gambling fraternity, that
it is not unlawful to gamble when
the games are run . privately. Pres
ton's offense was that of operating
a roulette whYel In the basement of
a Walla Walla saloon. His ,i.rono
was that he was not guilty of a fel
ony and could only be charged with
a misdemeanor as the game had been
conducted behind closed doors.

Eddie Ives and Fritz Ratke. 19 and
21 years of 8g, have been sentenced
to serve 20 years in the penitentiary
for highway robbery. They were
with the unidentified negro shot by
a policeman on the east side In Port?
land in a battle with the outlaws fol
lowing a series of daring holdups.
Sandy, a little town on the Willam
ette river, near Portland, has weekly
market days and It Is said that hun
dreds of farmers come In from the
suroundlng country on these days to
do their trading and to dispose of
whatever they have to sell.
Over half a thousand dollars was
secured for a hospital fund by a
charity ball at Pocatello recently. The
affair was managed by half a dozen
young ladles of that city.
