Washington, March IS. Are the transcontinental railroads In league with the milling Interests of the Pa cific coast terminals? From Kansas comes the cyclonic answer that such Is the case and that Kansas milling Industry perishes even as the state cries for help. The Howards Mill company, of Wichita, Kan., by Its complaint filed with the Interstate commerce commission proposes to show that the Missouri Pacific, the Santa Fe and Chicago, Rock Island A Pacific, the Chicago, Burlington A Qulncy, and Denver & Rio Grande, The Southern Pacific and the Union Pacific railroad companies are guilty of doing an Injustice to and discrim inating agnlnst all Kansas milling business, not only the Interest of the Howard mills, but all flour manu facturers of the Sunflower state. In Its complaint the Howard Mills company declares that the railroads exact a rate of 85 cents per 100 pounds for the transportation of flour from Wichita, Kan., to San Francisco, Cal., and other Pacific coast termi nals In carload lots, whereas at the same time they charge a rate of only 55 cents for wheat between the same points In the same lots. "This dif ferential of 10 cents In favor of wheat against flour exists from all Kansas points to Pacific coast terminals," says the complaint. It Is pointed out that from Spokane, Wash., and Port hind, Ore., to San Francisco, the rates on flour and wheat are the same. "Such differentials operates dlsas trouKly to the flour mills of Kansas and unjustly upbuilds the milling In ten-ot of the Pacific coast terminals, which are In competition with the flour mill of Kansas." concludes the complaint. "Dealers, manufacturers. and shippers of flour at Pacific coast terminals receive undue and unjust preference, in violation of the act to regulate commerce." The commission will designate a dale at which testimony will be taken In regard to the matter. COW SHOD 11 ALASKA. Two Mllcli Cows . Will Travel 409 Miles Over Trail. Two milch cows. Intended for ship ment to Fairbanks, were shod here today, says a Seattle dispatch. Husky blackomiths fastened to each of their hoofs, a small Iron plate, lighter than a horseshoe, but east has a two-Inch caulk. The two cows are to be driven In over the Valder trail, drawing sledges loaded with the hay they will eat on the trip. It was a most difficult task to shoe the two cows. They were driven into a stall made of heavy timber and barred In. Then their legs were strapped, and the blacksmiths, wrestl ing with the struggling cows, fastened on the shoes. The trip to be made by the cows Is of 400 miles, over snow and Ice fields that would make progress extremely difficult without shoes. Farmers, Attention. Hut fulgurites are not produced alone In sand. They are found also In solid rock, though very naturally of slight depth, and frequently existing as a thin, glassy covering on the surface. "Such fulgurites occur In astonishing abundance on the summit of Little Ara rat In Armenia. The rock Is so soft and porous that blocks a foot long can be obtained, perforated In all direc tions by little tubes filled with bottle green glass formed from the fused rock. "Borne wonderful ftilgarites were found by Humboldt on the high Nevada de Toluca, In Mexico. Masses of the rock were covered with n thin layer of green glass. MENTAL REACTION. the Blind Quickness of Operation and Haw It Is Measarcd. Let a dozen or twenty persons take bold of bands In a rinj. One person starts the pressure going and at the same Instant observes the position of the second band of a watch. The pressure passes all around the circle, and when it ar rives at the originator be notes bow many seconds were required for tbe given number of persons in succession to receive an impression and make up their minds to act In response. The total time is then divided by the num ber of persons. This is a crude illus tration of the reaction time which we measure with great accuracy on single persons. As the mental portion of the reaction time becomes more complicated the time becomes longer. For example, tbe processes of mental discrimination and choice require times of their own. The way we get these "higher" mental processes can be illustrated In a sim ple way. A person placed in a quiet room Is to tap a telegraph key every time he sees a red light, which can be produced at the will of the experi menter in the recording room. The in terval of time between the actual ap pearance of the light and the moment tbe key is tapped Is accurately meas ured. For awhile nothing but the red light Is used, this to obtain tbe simple reaction time. Then red and yellow lights are turned on In Irregular suc cession. The person bos now to dis criminate between two colors and to choose between action and nonaction, The Increase of time required over tbe simple reaction time gives tbe dis crimination time for two colors. In an other set of experiments three colors are used, then four colors. As the discrim ination and choice become more com plicated more time Is required. Tbe Importance of rapid and accurate reaction and discrimination is evident Astronomers havq difficulty In record ing the moment at which a star passes a line in the telescope. The sports man must pull the trigger nt just the proper moment. The football player, the fencer nnd the boxer are trained In rapidity of discrimination and reac tion.
