(luirges Discrimination In Rates.
Washington, March IS. Are the
transcontinental railroads In league
with the milling Interests of the Pa
cific coast terminals? From Kansas
comes the cyclonic answer that such
Is the case and that Kansas milling
Industry perishes even as the state
cries for help. The Howards Mill
company, of Wichita, Kan., by Its
complaint filed with the Interstate
commerce commission proposes to
show that the Missouri Pacific, the
Santa Fe and Chicago, Rock Island A
Pacific, the Chicago, Burlington A
Qulncy, and Denver & Rio Grande,
The Southern Pacific and the Union
Pacific railroad companies are guilty
of doing an Injustice to and discrim
inating agnlnst all Kansas milling
business, not only the Interest of the
Howard mills, but all flour manu
facturers of the Sunflower state.
In Its complaint the Howard Mills
company declares that the railroads
exact a rate of 85 cents per 100
pounds for the transportation of flour
from Wichita, Kan., to San Francisco,
Cal., and other Pacific coast termi
nals In carload lots, whereas at the
same time they charge a rate of only
55 cents for wheat between the same
points In the same lots. "This dif
ferential of 10 cents In favor of wheat
against flour exists from all Kansas
points to Pacific coast terminals,"
says the complaint. It Is pointed out
that from Spokane, Wash., and Port
hind, Ore., to San Francisco, the
rates on flour and wheat are the
same.
"Such differentials operates dlsas
trouKly to the flour mills of Kansas
and unjustly upbuilds the milling In
ten-ot of the Pacific coast terminals,
which are In competition with the
flour mill of Kansas." concludes the
complaint. "Dealers, manufacturers.
and shippers of flour at Pacific coast
terminals receive undue and unjust
preference, in violation of the act to
regulate commerce."
The commission will designate a
dale at which testimony will be taken
In regard to the matter.
COW SHOD 11 ALASKA.
Two Mllcli Cows . Will Travel 409
Miles Over Trail.
Two milch cows. Intended for ship
ment to Fairbanks, were shod here
today, says a Seattle dispatch. Husky
blackomiths fastened to each of their
hoofs, a small Iron plate, lighter than
a horseshoe, but east has a two-Inch
caulk. The two cows are to be driven
In over the Valder trail, drawing
sledges loaded with the hay they will
eat on the trip.
It was a most difficult task to
shoe the two cows. They were driven
into a stall made of heavy timber
and barred In. Then their legs were
strapped, and the blacksmiths, wrestl
ing with the struggling cows, fastened
on the shoes.
The trip to be made by the cows Is
of 400 miles, over snow and Ice fields
that would make progress extremely
difficult without shoes.

THE AGILE TIGER.
Bm Is "Sao With Ilk-aM" and la aa
ttalek mm Usfhtnlas;.
Most wild animals are specialists
that la to say, they are highly develop
ed in one particular direction. The
tiger is great as a stalker. - Ills feet
seem to be "shod with alienee." It. H.
Elliot, for many years a resident of
India, cited an experience -(if one of his
neighbors illustrative of this point.
He had been much annoyed by tigers
and at last tied a bullock out In a clear
ing and took up bis own position In a
tree to wait till the tiger should come
after the bait The ground was cov
ered with dried leaves, which In hot
weather ana so brittle that even the
walking of a bird over them can be
beard for a good distance.
In no very long time a large tiger
slipped out of the forest and slowly
edged toward the bullock, nis method
was so elaborate and careful that the
man who saw It used to declare that
It would have been worth 1,000 rupees
to any young sportsman to have wit
nessed It -j
So carefully did he put down each
paw and so gradually did be crush the
leaves under it that not a sound was
to be beard. Bet ween him &nd the bul
lock was a stump about four feet high.
with long projecting surface roots.
This, plainly, the tiger looked upon as
a godsend.
He got upon one of the roots, bal
anced himself carefully and so was
able to walk quickly and silently as
far as the stamp, ne approached so
gradually and noiselessly and bis col-
or against the brown leaves was so
invisible that he was close upon the
bullock before be was perceived.
Then Instantly the bullock charged.
The tiger eluded him and In a moment
more had bis paws on the bullock s
neck ready to drug him down. Then.
like a flash, be caught sight of the
rope by which the bullock was tied
and turned and sprang Into the forest
all so quickly that the man in the tree
bad no opportunity to fire.
SIZE OF A THUNDERBOLT.
Geloaiaa Have a System br Which
Bach Measures Are Taken.
"Did you ever see the diameter of a
lightning flash measured 7" asked a
geologist. "Well, here Is the case which
once Inclosed a flash of lightning, fitted
It exactly, ao that you can see how big
It was. This is called a 'fulgurite, or
'lightning hole,' and the material It is
made of is glass.
"When a bolt of lightning strikes a
bed of sand it plunges downward into
the sand for a distance less or greater,
transforming simultaneously Into glass
the silica In the material through which
It passes. Thus by Its great heat It
forms a gluss tube of precisely its own
size.
"Now and then such a tube, known
as a fulgurite, Is found and dug up.
Fulgurites have been followed Into the
Band by excavations for nearly thirty
feet Tbey vary in interior diameter
from the size of a quill to three inches
or more, according to the 'bore' of the
flash. Hut fulgurites are not produced
alone In sand. They are found also In
solid rock, though very naturally of
slight depth, and frequently existing as
a thin, glassy covering on the surface.
"Such fulgurites occur In astonishing
abundance on the summit of Little Ara
rat In Armenia. The rock Is so soft
and porous that blocks a foot long can
be obtained, perforated In all direc
tions by little tubes filled with bottle
green glass formed from the fused
rock.
"Borne wonderful ftilgarites were
found by Humboldt on the high Nevada
de Toluca, In Mexico. Masses of the
rock were covered with n thin layer of
green glass. Its iiecvillur shimmer In
the sun led Humboldt to ascend the
precipitous peak at the risk of bis life."
It Won For Sardon.
It is a singular fact that the famous
French dramatist Sardou owed his first
success on the boards to his excellent
handwriting. He had sent lu his often
rejected piny, "La Taverne des Etudl
ants," to the Odcon management for
consideration, aud the manuscript wag
thrown, with some others, upon n tnblc.
One dny nt rehearsnl the charmlngac

The English were taught the uses of
hops by a nntlvc Artols. who Intro

met with some hostility, for physicians
represented them us unwholesome, and
purllnment wns petitioned against them
as a "wicked weed." In 1528 their use
wns prohibited under severe penalties.

MENTAL REACTION.
the Blind Quickness of Operation
and Haw It Is Measarcd.
Let a dozen or twenty persons take
bold of bands In a rinj. Each is to
press the band of bis right band neigh
bor as soon as be receives a pressure
from the left. One person starts the
pressure going and at the same Instant
observes the position of the second
band of a watch. The pressure passes
all around the circle, and when it ar
rives at the originator be notes bow
many seconds were required for tbe
given number of persons in succession
to receive an impression and make up
their minds to act In response. The
total time is then divided by the num
ber of persons. This is a crude illus
tration of the reaction time which we
measure with great accuracy on single
persons.
As the mental portion of the reaction
time becomes more complicated the
time becomes longer. For example,
tbe processes of mental discrimination
and choice require times of their own.
The way we get these "higher" mental
processes can be illustrated In a sim
ple way. A person placed in a quiet
room Is to tap a telegraph key every
time he sees a red light, which can be
produced at the will of the experi
menter in the recording room. The in
terval of time between the actual ap
pearance of the light and the moment
tbe key is tapped Is accurately meas
ured. For awhile nothing but the red
light Is used, this to obtain tbe simple
reaction time. Then red and yellow
lights are turned on In Irregular suc
cession. The person bos now to dis
criminate between two colors and to
choose between action and nonaction,
The Increase of time required over tbe
simple reaction time gives tbe dis
crimination time for two colors. In an
other set of experiments three colors are
used, then four colors. As the discrim
ination and choice become more com
plicated more time Is required.
Tbe Importance of rapid and accurate
reaction and discrimination is evident
Astronomers havq difficulty In record
ing the moment at which a star passes
a line in the telescope. The sports
man must pull the trigger nt just the
proper moment. The football player,
the fencer nnd the boxer are trained
In rapidity of discrimination and reac
tion. It Is very evident that a player
or a pugilist who takes a long time
for discrimination, choice and volition
will give n decided advantage to a
quick opponent. Forpim.
DISRAELI'S MAXIMS.
Every one loves power, even if be
does not know what to do with it.
Always have distinguished friends.
ever have fools for friends. They are
of no use.
To govern men you must cither excel
them lu their accomplishments or de

To rule men we must be men. Our
wisdom must be concealed under folly
aud our constancy under caprice.
Next to knowing when to seize an op
portunlty the most Important thing In
life is to know when to forego an ad

. Ther Didn't Plar.
A monster political parade was held
in Philadelphia during one of the cam
paigns. It was headed by a band of
thirty-five discoursing stirring mnrch-
Ing tunes. The leader of the band
hud contracted in advance to supply
thnt mnny plnyers, but when he enme
to count noses he found eight missing.
It did not take him long to decide what
to do. After some hustling be secured
eight u.i-u, not one of whom could play
a note of music, and decked them out
in the regulation band uniform. He
placed Instruments nnd music In their
bnnds nnd paraded the full number.
"Did they play?" was asked. "Yes,"
said the band lender, "but not music.
I put a cork in each of the eight instru
ments." enable.
That was both a kind and a wise man
who, when about to marry for the sec
ond time,' settled $10,000 upon his un
married dnughter. "1 should like to
have her go on living at home," he said,
"but who can tell whether she nnd her
stepmother will be harmonious nnd
quite bnppy together? She ahull feel
that she Is free to go or stay." The
consequence was mtitnlly hnppy rein
Hons, since both women knew there
was no dependence or necessity for
them to live In closer relations than
might prove agreeable.
The Domlnnnt Air.
As through an opera runs the rhythm
of one domlnnnt air, so through men's
lives tbere rings a domlnnnt note, soft
in youth, strong In mnnhood and soft
gnin in old age. But it Is always there,
and, whether soft In the gentler periods
or strong amid the noise of the peri
helion, it dominates always and gives
Its tone to the whole life.

FheWinning Stroke
If more than ordinary skill in playing brings the honors of the
game to the winning player, so exceptional merit In a remedy
ensures the commendation of the well informed, and as a reason
able amount of outdoor life and recreation is conducive to the
health and strength, so does a perfect laxative tend to one's
improvement in cases of constipation, biliousness, headaches,
etc. It is all-important, however, in selecting a laxative, to
chrxise one ot known quality and excellence, like the ever pleas
ant Syrup of Figsmanufactured by the California Fig Syrup
Co., a laxative which sweetens and cleanses the system effect
ually, when a laxative is needed, without any unpleasant after
effects, as it acts naturally and gently on the internal organs,
simply assisting nature when nature needs assistance, without
griping, irritating, or debilitating the internal organs in any way,
as it contains nothing of an objectionable or injurious nature.
As the plants which are combined with the figs in the manu
facture of Syrup of Figs are known to physicians to act most
beneficially upon the system, the remedy has met with their
general approval as a family laxative, a fact well worth con
sidering in making purchases.
It is because of the fact that SYRUP OF FIGS
is a remedy of known quality and excellence, and approved by
physicians that has led to its use by so many millions of well
informed people, who would not use any remedy of uncertain
quality or inferior reputation. Every family should have a
bottle of the genuine on hand at all times, to use when a
laxative remedy is required. Please to remember that the
