The other site proposed for the building is in the Plaza blocks on Portland's west side. Id. D. Wells, chairman of the East Side group noted that the cost of construction in the midst of heavy traffic on the west side would be much greater than in a district where contractors will not be impeded in their work by conforming to traffic rules. Other points stressed by the group in favoring the Holladay park area were its central loca tion, economy in property cost and nearness to other state and government offices. Roy Mills, board of control secretary, reported that he had investigated approximately 15 proposed sites for the office building and would file a formal report within a short time. Gov. John H. Hall said he pre ferred early construction of the building for the reason that state offices are now scattered all over the city of Portland with rentals mounting each year.
