Oct. 27. -JP)-A mem er of Prime Minister Neville Chamberlain's conservative party today won the first parliamentary by-election since the four-power Manlch accord market a dramatic hlghspot of -the government's for eljf n policy. : . ' But the winner, Qnintfn Hogg with 15.797. votes,' pooled a ma jority only half as large as the" conservatives piled up in the Ox ford district In the 1935 election. His opponent, A. : D. Lindsay, received 12,3 S3 votes. Voting was heavier than In the previous election indicating inter est aroused by the campaign based .principally on Chamber-. Iain's foreign policy. Ministers Shuffled . ' Chamberlain in a preliminary move to" rebuild his cabinet effect ed today a minor reshuffle ot two ministers.. , His action left unsettled the major Issue of how Britain's new Munich-born rearmament would be forged and made further cab inet changes certain by leaving two posts unfilled. FDR Speech Unincntloned . There was a complete official and editorial sile'nce on President Roosevelt's speech of last night against "peace by fear." President Roosevelt's address also went almost unnoticed in France, but It drew criticisms In Italy and Germany. - la Rome, La Tribuna, the only paper there which dealt editorial ly with the speech, declared that it "fits quite well into the picture of contemporary democratic, Jew ish and Masonic activity." In Germany, the Hamburger Fremdenblatt advised the Ameri can executive to "remember the Indiana -when sobbing about the Jews. Both the Berlin Lokalanxelger I and DNB (official German news agency) contrasted the president's address with that of former Pres ident Herbert Hoover, especially emphasizing the latters descrip tion of the Munich accord as a contribution to peace. The Lokalanxelger said Presi dent Roosevelt's mention ot for eign , armaments and their pur poses was merely an apology for America's own armament pro gram. . '. r The Fremdenblatt stated that "in thla country one regards the duty of the chief executive to be that of opposing every Incitation calculated to cut the. ground from under attempts at peaceful under standing." , t First Run of Chum Fish Find Way to Bonneville BONNEVILLE, Ore., Oct. 27- (P)-A few days after they enter ed the mouth- of the Columbia, the first run - of chum salmon reached Bonneville dam yesterday and found their way through the fish ladders. Frantic radio 'mes sage! for help were sent out by the Deutschland. After a two-hour battle, however, the flames were smothered and the liner proceed ed on her way to New York. Aboard the ship were S91 passeng-en and crew of 892. The Teasers position when the fire broke out waa 200 miles southeast of Cape Race, Newfoundland. Photo shows the liner at a recent docking. Her home port is Hamburg. Business Men Ask Farm Plan Retail Dry Goods Group Ask President to Call Conference NEW YORK. Oct. 2 7. As serting business men were "con cerned" over the so-called two price plan for sala ot farm and factory surpluses to low income groups through government sub sidy, the National Ketail Dry Goods association announced to day It had requested President Roosevelt to summon a confer ence soon to evolve a program for disposing of the farm surplus. It suggested a meeting in Wash ington of representatives ot gov ernment, farmers, labors, con sumers, producers, manufacturers and distributors to discuss a "co operative solution of the prob lem. Business Concerned -The association said the request "reflected the concern ot business leaders generally at the recent statements of Secretaries Wallace and Morgenthau, looking towards the distribution of certain agricul tural and manufactured products to the 'lower third of our people' at prices below those prevailing in the normal course of trade." tu the resolution which was signed by Lew Hahn, general man ager, the association stated: "In particular, retailers have been concerned because it seems obvious that the- distribution of any considerable amount of agri cultural and manufactured pro ducts along these lines would re sult In a seHous dislocation ot the retail Industry and thus adverse ly affect retail employment. It noted there were In the United States more than a million retailers handling about $40,000, 000,000 In trade annually, with estimated employment between 3.500,000 and 4,000,000 persons. The association offered its "genuine cooperation" with the hope of contiibuting to the con ference suggestions for solution of the problems involved. Her Filipino husband, Luis Al cid. restaurant worker, told au thorities he was asleep this morn ing when his four-year-old son awakened him, screaming, "mama Is bleeding." He told Datectives James Law rence and Ernest Winters he found his wife on the kitchen floor with a carving knife beside her. Highway Officials Inspect Project ASTORIA, Oct. 27-;P)-State highway officials and . engineers today viewed a section of highway near Warrenton that army auth orities and citizens of surround ing towns have asked 'be put Into secondary highway classification and Improved. Henry T. Cabell, chairman of the state highway commission; R. H. Baldock, engineer; F. D. Eason, divisional engineer, and J. N. Bishop, maintenance divi sion, visited the site of the pro posed transfer. The project's cost estimates vary from as low as $50,000 to as high as $200,000.
