The Associated Press average of CO Jsaues show ed a net decline of 1.3 points at St. (. Transfers totalled 2,445,440 shares,' the largest aggregate In more than six' weeks. Brokers could pat their fing ers on no predominant factor as the cause- of tbe slump. Among tbe pleasing Items of the day, coming, : howerer, after the close of the market, was the first quarter statement of Gen eral Motors disclosing earnings of $1.17 against CS cents in the corresponding 1935 period. It was the best first quarter profits showing lor the company since 1929. and sales also were at tbelr highest since that year. - , Rulings Upon Soil Program Sent Out Young Orchards Figure as . Crop Land ; Decision on - Summer Fallow Due New rulings .end simplication of terms of tbe agricultural "con serration program of the AAA. hare been announced by George yarrell." director of tbe western AAA dirision. as follows: A ruling regarding orchard land which permits the classifi cation of young orchards as crop land in figuring the soil deplet ing crop base for any farm. All orchards or vineyards that had not reached bearing age on Jan nary 1. 1936, are no longer to be considered as neutral, as was the general rule for orchards at first. A final ruling Is expected at any time on the classification of summer fallow land. The latest word Is that it will probably be Included with soil depleting acre age, and that county production factors In summer fallow coun ties will be adjusted according ly. All county factors and rates of payment on soil building prac tises are expected to be announ ced definitely for- Oregon early In May. No Minimnm Now Tormer minimnm dirersion re quirements hare been eliminated In the new rulings. The first reg ulation made it necessary; that a farmer divert .15 per cent of his soil depleting base to soil con serration nses in order to qualify for any soil conserving payment. The new rules provide that he may divert less than 15 per cent, - bat will hare deducted from pay ments otherwise due, 1 times the normal acreage rate on the acres he Is deficient. . -Hops, bulbs, retch' and Sudan grass are among minor specific crops added to the soil depleting list. Wheat or other small grains, either spring or fall planted, may be plowed under as green man ure crops in qualifying for an acreage of soil conserving crops. Grains or grasses pastured, ex cept In the case of winter pastur ing of green manure crops, will not qualify. -- There Is no longer a double classification of soil conserving and soil building crops. Ail are now classified as soil conserving crops, and the Class S payments -will be made for soil building practices which Include the plant ing - of certain soil conserving crops. ' : Growers are cautioned against hasty action where winter frees-Ing-causes discoloration of the cambium layer or other tissues. Many times, .the writers say, these tissues will clear up under favor able weather conditions after they appear to bs damaged beyond hope of recovery. It is always best, they say, to let nature take its course and to defer cutting in cas es of suspected Injury until spring growth is well under way when dead parts can be easily distin guished. Streamlining is advised in the making of wounds in the removal cankers or other bark injury. A streamlined wound; that is, point ed at both top and bottom, will heal many times faster than a square or rectangular shaped spot where, the bark has been removed.
