MAY PRESENT CLAIMS FOR DAMAGES FROM COIillSIOJ District Attorney Evans is to make an investigation of the steamer Game cock's collision with the Hawthorne bridge at 8 o'clock on the morning of November 29, no report of which was made by the officers of the ves sel, -le will also investigate a collision of the steamer Minsinger with the Burnside bridge November 20, so that claims for damages may be made in : each instance. RoadmaateV William Eatohel reported to the commissioners that the steamer Gamecock ran into the east approach of the Hawthorne- bridge, seriously damaging the cantilever and angles bracing and supporting the handrail. and that lives were endangered, al though - no report was made of the oc currence. TO OBTAIN TWO NEW STEAMSHIPS " Pan Francisco The Pacific ' Mail Steamship company announces that it is soon to receive two new steamers, the Creole State7 and the Wolverine State, jto take the place -of the Colusa and the Santa Cms, which will be returned to W. R. Grace & Co. tit the end of their respective voyages. These new steamers, assigned by the 'United States shipping board, are of the b02 type and comprise in their arrange ment the most modern appliances for storing and handling freight and for tne comfort of passengers.' . Tabke hopes to Interest Port land shippers in the Matron service. Chinese .Seamen Guarded Thirty-five Chinese, who arrived In Portland Tuesday from Victoria, B. C, whither they had come on one of the Empress ships, were escorted to Astoria this morning by an Inspector of the United States Immigration service under a guard and $20,000 hpnds to board the Dutch steamer Arakan, Just arrived from San Francisco. Bank Lists Two iSeries for Sale Telegraphic Information was re ceived this morning by the Portland branch of the Federal Reserve bank that the secretary of the treasury of fers for subscription, two new series of certificates of Indebtedness, amounting to f 500,000,000. The series are described as TJ2-1I21, dated De cember 15, 1920, maturing June 15, 1921, with Interest at 6 percent, and TD-1921, dated December 15. 1920, maturing December 15, 1921. with In-, terest at per cent. ', Treasury certificates of Indebted ness of series TD-1920, maturing De cember 15, 1920, A-1921. maturing January 8, 1921. and B-H21. matur ing January 15. 1921, will be accepted at par, with separate adjustment of accrued Interest, if tendered In pay mem for the new certificates. The certificates are exempt from all taxation of the United States or any state, except estate or inheri tance taxes and excess profits and war-profits taxes. The denominsftions of the certificates are 8500, 81000, 85000, 110,000 and f 100.000. Series TD-1921, is the fourth issue of certificates which the government has offered Investors at 8 per cent. The residents of any other country must pay a premium which, under normal condi tions, would be prohibitive, to obtain the means of making a remittance to this country. , That premium is. necessarily added to the cost of any purchases in this market Next to this country stands Great Britain, with nearly all countries in a similar relation to her. . Even her own colonies, with the etception of Can ada, must pay a premium for exchange on London. The situation shows how great is the dislocation of normal trade relations, and explains the paralysis of Industry, stagnation of markets and low prices which exist everywhere. MONEY EXPECTED TO BECOME EASIER Bond investors ' in the East are wide awake to the possibilities of buying bonds at bargain prices and as & result have cleaned the market of . practically all good municipal Issues, according to news received here from F. A. Freeman, president of Freeman, Smith & Camp Co., who la nqjr in the . East. V Freeman declares that Investors are giving their attention to long term mu nicipals with a view of having a high yield bond bringing in an Income when Interest rates are low. In a letter received by the local office. "Undoubtedly there will be consider able more liQuidation, and during the month of January some business fail ures, but business men In the East are very optimistic 'as to the future, de clares Freeman. "Just when they will return to norma! Is a matter of , con jecture, however. Investors here are aware of the situation relative to Invest ments and have been buying regularly. They realise that upon a return to nor mal that they win not be able to obtain municipals at anywhere near the price they may be obtained today and as a result the demand for long term munic ipals has been very great. In the East dealers complain of a scarcity of good issues and as a result of this scarcity bond prices have and are steadily ad vancing. Dredging to Begin Kelso, Wash., Dec. 8. Burcham Broth ers, who have the contract for the Rainier, Or., diking district, have dis mantled their dredge at . the local dock and will soon emove it to the Job.
