Sunday morning - being Federation Sunday in the larger per cent of Port land's churches, the proposed constitu tion as voted upon favorably last Mon day by clergymen and lay members from 74 congregations throughout the city, will be read to many communions throughout the , city. About 400 min isters and members from their churches met In the Y. M. C. Any natural croup of churches fo the federation may. by action of tbe council, fee constituted a local branch of the federation lor the purpose of more effective work, but they shall still; individually be members of this federation. Section 8. . Any church In the federation on trilling or unable to cooperate in a movement determined upon by the council shall be ex cused therefrom upon its request to that effect tn writing, duly presented to the council., Section 4. Any church that shall vote ac cording to Ha authorised methods to withdraw from the federation snail uuiy cerury- in writing such action to the council. - 1 - - Article IV The Council Section 1. There shall be a governing body to be known as the "Council of the Portland Federation of Chnrches." composed of the offi cially appointed representatives of the churches in-its membership, together with the officers of the federation and the . chairmen of standing committees. It sliall alto be competent- for the council to admit ' to ita membership by two thirds vote, aa a corresponding member with the right to vote, any representative of .an organ ization with which the federation, will cooperate. No organisation shall have more than two repre sentatives,, Section 2. The council shall hold its annual meeting the third week in May. or such othet wetting as are provided for in tbe by-laws of this federation. ' Section 3- Special meetings of the council may be called by the president or the executive committee, or at the request of nine members representing three car more communions. , Article V Officers Section 1. - The officers of the federation stiall be a president, two (or more) vice presi dents, a recording secretary, a treasurer, and sVch other officer as shall be found necessary, all of whom 'shall be elected by the council at -its annual meeting .and shall serve until the next annual meeting, or until their successors are qualified.- ; Section 2. Probably the- greatest gathering of y?ung people of the church ever held In' Portland will be Sunday night at The Auditorium when the Christian En deavorers 'of Oregon ' will . meet in a great mass meeting. So great, has been their appeal to the' clergy of -the city in churches where . Christian Endeavor Societies are formed, that many of. the ministers have - discontinued their eve ning service in order that all might feel free , to .attend the union service. The victory convention . of j the Endeavor union being beld during this week-end at the First Presbyterian church la one ef the most enthusiastic conventions in the history of the organization. This convention is known - as the "Second Mile" convention, the . interpretation of the .slogan being f Do more for your felV low man than , you are asked to do, or go twice as far in doing good as is re quested." - This afternoon the young people are frolicking in Peninsula park. -This eve ning they will meet at the First Presby terian church, where Dr. W. W. Wlllard of the First Congregational church will address them on "Second Mile Joy." Miss Alice Judd of Salem will sing.
