Sunday in the larger per cent of Port
land's churches, the proposed constitu
tion as voted upon favorably last Mon
day by clergymen and lay members
from 74 congregations throughout the
city, will be read to many communions
throughout the , city. About 400 min
isters and members from their churches
met In the Y. M. C. A. auditorium and
voted unanimously to form "The Port
land Federation of Churches." provided

The executive committee of. the Port
land Ministerial association has sent to
the - pastors . of the city the following

tion of the communions, but for no
formal action at this time. It follows:

Section a. Any natural croup of churches

determined upon by the council shall be ex
cused therefrom upon its request to that effect

Section 4. Any church that shall vote ac
cording to Ha authorised methods to withdraw

- Article IV The Council
Section 1. There shall be a governing body
to be known as the "Council of the Portland
Federation of Chnrches." composed of the offi
cially appointed representatives of the churches
in-its membership, together with the officers of
the federation and the . chairmen of standing
committees. It sliall alto be competent- for the
council to admit ' to ita membership by two
thirds vote, aa a corresponding member with
the right to vote, any representative of .an organ
ization with which the federation, will cooperate.
No organisation shall have more than two repre
sentatives,, Section 2. The council shall hold its annual
meeting the third week in May. or such othet
wetting as are provided for in tbe by-laws
of this federation.
' Section 3- Special meetings of the council
may be called by the president or the executive
committee, or at the request of nine members
representing three car more communions.
, Article V Officers
Section 1. - The officers of the federation
stiall be a president, two (or more) vice presi
dents, a recording secretary, a treasurer, and
sVch other officer as shall be found necessary,
all of whom 'shall be elected by the council at
-its annual meeting .and shall serve until the
next annual meeting, or until their successors
are qualified.- ;

In the campaign started last Sunday
at the First Christian church, comer of
Farlc and Columbia, for the erection of
a modern house of ' worship, there has
not arisen a single discordant or oppos
ing - note. - Every member expressing
mmseir on the subject has freely con
ceded the crying need of a better work
shop and has heartily indorsed the pro
posed plan for a new buildinc. The
committee on ways and means has been
hard at work on the task and will have
definite .arrangements to submit to tho
congregation soon. There wiU be no
evening session of the church because
of the union Christian Endeavor mass
meeting at The Auditorium.

? Probably the- greatest gathering of
y?ung people of the church ever held
In' Portland will be Sunday night at
The Auditorium when the Christian En
deavorers 'of Oregon ' will . meet in a
great mass meeting. So great, has been
their appeal to the' clergy of -the city
in churches where . Christian Endeavor
Societies are formed, that many of. the
ministers have - discontinued their eve
ning service in order that all might feel
free , to .attend the union service. The
victory convention . of j the Endeavor
union being beld during this week-end
at the First Presbyterian church la one
ef the most enthusiastic conventions in
the history of the organization. This
convention is known - as the "Second
Mile" convention, the . interpretation of
the .slogan being f Do more for your felV
low man than , you are asked to do, or
go twice as far in doing good as is re
quested." -
This afternoon the young people are
frolicking in Peninsula park. -This eve
ning they will meet at the First Presby
terian church, where Dr. W. W. Wlllard
of the First Congregational church will
address them on "Second Mile Joy."
Miss Alice Judd of Salem will sing.

lowing the services there will be a social

Major and Mrs. John Bree. who're

of the Salvation Army social work, will

churches, asking- them to discuss, briefly,
th advantages of the new army with Its
educational and traveling; features.- The
purpose of thJs "Army Sunday," accord
ing to the local recruiting office, is to
correct false impressions of many peo
ple regarding- the peace time army. The
pastors are asked to point, out .the tre
mendous educational features available
now to men' in the military service, be
sides the opportunities for travel and
general' experience.' This is part of the
general campaign ; of ' the army to- g-et
men to serve In Europe and In the Island
possessions. , The army Is conducting

on the Pacific coast to employ a full-1
time executive secretary. Twenty-five :

commission on Inter-church federations
of the Federal Council -of Churches of1
Christ in America, is in Portland, assist
ing the local clergy In forming the fed
eration. He will be present -at Monday
evening's meeting, as will Major Pierre
Blommaert of the Belgian army, -who.'
is making a tour of the United States
at tho request of King Albert. Major
Blommaert is chaplain In chief of tho
Protestant chaplains in the , Belgian -army,
