" a tranalatloo of a por tion of which follows: No country In the world has better conditions for fortune and prosperity than the unfathomable empire of Rut aia. Richly blessed with ail kinds of natural resources, provided with a mod erate. healthy climate, crossed by mighty navigable streams, and fenced In by endless forests, it seems to be chosen by nature to be the lnbabitance or. a great, prosperous people. Though the human material there be unequal and mixed. It is not by any means inferior. The Russian, as far as he is not artificially made corrupt. Is very sentimental, good natured and Is imaginative and dreamy. He under stands nature and loves it fervently Though laziness Is to a certain extent a, trait of the Slav, It could be over come bv a conscious education. Even drunkenness, the national evil, is not a natural mark of the Russian. It li rather Inculcated to him by a false policy of education and economy. It has been proved scientifically long since. The misfortune of the present Rus sia is her government, which is almost Identical with, corruption and demoral isation. Look wherever one might into this gigantic efripire of the east all over appear those faults and wrong economy of a government, forsaken by God and reason. Devilish rapacity coupled with shortsightedness, cruelty combined with unbelievable foolish ness this is the formula of Russian statesmanship. The saying: "Every nation has the government it deserves" Is not always true. No, the Russian people have certainly nob deserved that all-destroying and poisoning gov ernment. In Russia the government and the people stand in a crying con trast to each other; the government considers the people as a subject for exploitation and Is trying to hold it eternally in fear. And the people see In the government a plague, which It bears with fatalism as every other catastrophe. Worse than the laws are the whims of the officials, and more crushing than the burdens of the state Is the cor ruption. To the west European (or American) many things out of the chapter of corruption might appear as a fairy tale; nevertheless they are true. Corruption passes through of ficialdom like a chain from top to bot tom. It is only the height of the price that constitutes the difference. One can Just as easy make the gover nor pliable as, the Gordevol (police man), only, of course, by a higher price. The lower officials draw star vation salaries and are dependent upon graft. High Officials Accept draft. The higher officials are not any bet ter by any means. Yes. even worse, be cause more expensive and circumstan tial. So It happens that chiefs of police of western Russian cities with strong Jewish populations, which nat urally constitute the rrtost grateful subjects for exploitation, live always more upon their "side incomes' than on their salaries. London, Jan. 21. Details were re-1 ceived here today of a remarkable es cape of two Russian prisoners of war, who had been brought into Belgium by the Germans and forced to assist In fortifying the lines. Several days ago some British sol diers in a front line trench were startled by the sudden appearance of two young men, who rose up In the barbed wire beyond the parapet. One waved a rag and both shouted: "Russkl! Russkl!" At the same time the Germans began to fire at them wildly. The British Jumped to the conclu sion It wag a case of desertion, but as they helped the men down Into their trench, they saw that both wore tat tered Russian uniforms. One of the men Is 22 years of age, and was in the forty-first Siberian regiment when he was captured on February 11 at Prasnysz. The other, belonging to the Novoskolschl infan try regiment. Is 19. and was taken prisoner on June 8 on the Bzura. Bant to prison Camp. They were both sent to a camp Just Inside the German frontier lines, about 15 miles from Posen. Here there were about 20,000 other .Russian prisoners of war. employed in road repair and field formications close to the r row- tier. Their life was miserable and hard. All the food they had was po tato bread, and soup made of potato peelings. Once a fortnight they were allowed one and a half ounces of meat. For the first few months they had no drink but water, but afterwards coffee without susar. All the pris oners of war were In their ragged Russian uniforms except a few dressed In German uniform because their own clothes were utterly worn out in the stress of war, distinguished by a large yellow or blue stripe down the back of the great coat. It was in the middle of October last railroads and shipbuilding hundreds of millions are embezzled. The Russian people are not cowardly. but brave in our sense, they cannot be. To the Roman virtue and bravery was expressed by a. single word. There Is a deep psychology in this term. Bravery Is applied virtue. Only a free people, who know what they are fight ing for, can be brave. Slaves are never able to soar to the height of real bravery. It Is the greatest tragedy of a people to bleed for a cause which is not their own. Pri vate Sam Wolfe, a young Jewish sol dier whose home is at Glasgow, had the distinction of capturing SO Ger mans at Loos. This is the story in his own words as told while on leave here: 'The village of Loos was a perfect shambles with dead Germans, and In every window was a sniper. My chief duty and concern was to una a place where I could signal from, and I saw a small house Just like one of ourvll las at home. I entered the front door and ran up 4ie-alnst a couple of Ger mans. My rifle was up and two bul lets bowled them over. Then I went upstairs, and at ths top was another German waiting. Quick as lightning I fired at him and had the satisfaction of seeing him roll dead on the stairs. "I now looked for a . good window where I could signal from, and seeing a door off the landing pushed It open. Then I got the surprise of my life. The room was full of Germans. All were armed. I never lost my head, and called to them to surrender. I un derstand and can speak a little Ger man and I warned them In their own language that the house was sur rounded. This ruse was successful. "They dropped their rifles and equipment and filed out of the house. There were SO of them. Once clear of the house they saw they had been duped, but a company of soldiers v was not far off and I marched my captives toward them and they were taken pris oners." A Cautions Witness. The two men who are now in our lines, with 250 comrades, were brought to the Franco Belgian frontier, and after being de tained, were marched 5000 yards to a hamlet, where there was a collection of five wooden huts. In which the men were billeted In batches of 50. Dally at 7 p. m. they were marched out to the front, where they were set to dig trenches. Escape Is ICade. Upon returning to the camp one eve ning the two young men decided to risk an escape. The sleeping hut was surrounded by barbed wire, and guarded by three sentries German soldiers who had been Invalided and made incapable for more active service and the camp Itself was patrolled. With great luck, however, the two Russian lads crawled through the barbed wire without raising an alarm, evaded the sentries, and struck across country towards the sound of the guns. They traveled five or six miles that night, and layball next day In a dis used trench full of water. On the next night they went three miles fur ther. Here they reached some German trenches In a wood, and crossed over reveraJ lines until they reached the first line trench, where they had the nearest c nance of being caught. Two men were standing at their loopholes, and two others had Just been relieved and were going off. The Russians crouched down, crept a little further off. and, climbing out of the front-line trench, were immediately In difficulties with the barbed wire. Fortunately, it was not very strong, and tbey succeeded In getting through It, and crawling' to the British trenches, vhen they gave their cry and kept down with bullets flying about them. lng politics, and similar trifles that-a- way till finally he bought a whole bolt of checkered calico. George Chip, the Newcastle, Pa., mid dleweight, has again demonstrated his superiority over Al McCoy of Brook lyn, who knocked out Chip here n April. 1914. Chip was the aggressor throughout in their 10 round bout hers last night and inflicted severe pun ishment upon McCoy. In the third round Chip knocked McCoy down for the count of seven, but he' was unable to put over the finishing wallop. Mc Coy outweighed Chip by tjp pounds.
