That the creation of an obstruction not affirmatively author lied by congress to the navigable ca pacity of any of the waters of the United States is hereby prohibited t und it shall not be lawful to excavate or fill, or in any manner to alter or modify the course, location, condition or capacity of any port, roadstead, haven, harbor, canal, lak, -harbor of refuge, or inclosure within Jhe limits of any breakwater, or of tile channel of any navigable water of the United States, unless the work has been recommended by the chief of en Clneers and authorized by the secre tary of war' prior to beginning the same. Penalty Is Provided. Sec. 12. Striking a submerged and unchart ered rock as she was leaving Moira Hound yesterday, the steamer Qulnault. Captain 'Buck" Morgan, is said to have had" her keel torn completely off and will likely have to be repaired Immediately upon arrival here: The less of the Qulnault from tho service will be keenly felt by the Portland fHeumship company, as they were lust about to place that steamer and the J. V,. Stetson on a weekly schedule. The steamer J. B. Stetson, Captain F. L. Herriman, will sail tonight and the Wand on next Wednesday night according to the present plans of the crmpany. The Qulnault will be brought here as soon as possible, placed In drydock and her repairs rimhed as fast as is possible. It Is hoped that she can be gotten iwa.1 on time or shortly afterward. GOOD DEMAND FOR BERTHS Nearly All Accommodations Taken on Steamer Breakwater. . Practically every berth on the steamer Breakwater for the Coos Bay sailings of June 4 and June 9 has already been taken, according to Cap tain T. J. Macgenn of the steamer. The Breakwater reached Alnsworth dock yesterday a-fternoon from Coos Hay. The steamers operating into Coos Bay will have more than they can handle duclng the weeks before and after the Rose Festival. Raymond and other valley people, who have worked heroically to aid the unfortunates. Many people are without shelter on account ot the destruction of hotels and dwellings, but are being provided for as last us possible. Food cars were run up from Raymond and all stress along this line was removed. It is not certain whether or not the local mill company will rebuild. Jefferson Pupils to See Wonder Road Special O.-W. K. tt V. Train Will Bear Students to Various Points of In terest Along Colombia Biver. About 100 pupils of Jefferson High school will view the Columbia high way, Gordon Falls, Multnomah Falls, Horsetail Falls and Oneonta Gorge to morrow. A special train will leave the Union depot at 7:50 a. m- and R. H. Atkinson, scenic expert of the O.-W. R. & N., will show the young people the fine points of the new highway and the beauties of the surrounding landscape. Tributes Are Given To Oregon Climate Healtafnl Attribute of Beaver State Arc Belated at Prog-resslTe Business Man's Club; Cold Batng Deprecated. "Doctors' day" at the Progressive Business Men's club yesterday evoked unexpected tribute to the health in suring Oregon climate. Dr. Luther R. uyott, who acted as chairman, said that in all the years he had SDent in Oregon he had never required a doc tor's care. Dr. William O. Spencer said that while people of other districts may have their malarial "chills and fever," we of the northwest do not because the mosquito that carries malaria does not exist here. The only people here who have malaria, he averred, are those who bring it from somewhere else. Dr. L. H. Howland attacked both the time honored cold bath and the plan of a cold shower followed by a hot, then by a cold shower again. He declared these too great a strain upon the system. Dr. Robert G. Hall declared that even the doctors have come to believe that preventive medicine is the most important part of the medical profes- sion's work. Dr. F. E. Moore discussed i lumbago. STRAWBERRY SHORTCAKE Sift together one pint of flour, one and one-half rounded teaspoonfuls of baking powder and one and one-quart r level teaspoons of salt; add one level tables poonful of chilled Cotto lene. Make a aoft biscuit dough of sweet milk or water, kneading as little as possible. Divide the dough and put one half in pan and spread with cold soft butter.
