Its decision resulted in a departure from the rule of letting all- contracts to the lowest bidders, for the Hassam Paving company was awarded the paving of five streets in Holladar addition. The cost will be $80,000. The Hassam com pany's old was $1.90 & square vara ana that of J. W. 8 weeny $1.78. Mr. Sweeny's attorney declared that bis client would appeal to the courts. Manager O. Hyland, of the Hassam company, had warned the-street com mittee not to lot the contract to Sweeny or the city would have to defend a dam age suit. yianq saia mat ewesny naa no license to law Hassam. which is a patented pavement, and that the city would be liable for any infringement of me Hassam company a rigms. The action of the committee was taken after long' consideration of all phases of the question. The fact that the lowest bid was not recognized is apparently because the members feel that it was not made in good faith. Isaao Swett, H. M, Esterty and P. E. Unusually low temperatures continue on the Pacific slope, and light frost oeeurred this morning In western Oregon. The Nome observer reports the Ire as having left the shore yesterday on Bering sea.
