Street Committee' Listens to
Advice ot Hassam ' '

Forced to make a deolslon in favor
of on contractor and threatened with a
Jaw suit by the other one. tha -street
committee of the executive board found
itself In a dilemma yesterday 'afternoon.
Its decision resulted in a departure from
the rule of letting all- contracts to the
lowest bidders, for the Hassam Paving
company was awarded the paving of
five streets in Holladar addition. The
cost will be $80,000. The Hassam com
pany's old was $1.90 & square vara ana
that of J. W. 8 weeny $1.78. Mr. Sweeny's
attorney declared that bis client would
appeal to the courts.
Manager O. Hyland, of the Hassam
company, had warned the-street com
mittee not to lot the contract to Sweeny
or the city would have to defend a dam

no license to law Hassam. which is a
patented pavement, and that the city
would be liable for any infringement of
me Hassam company a rigms.
The action of the committee was
taken after long' consideration of all
phases of the question. The fact that
the lowest bid was not recognized is
apparently because the members feel
that it was not made in good faith.
Isaao Swett, H. M, Esterty and P. E.
Sullivan are the men who compose the
street committee. Mayor Lane is cnair
man. ; ' .

day over New Mexico has moved north

Pacific high pressure area remains cen
tral at sea off the Washington coast.
The barometer continues relatively high
over the northern states east of the Da
kota s. Showers have occurred In
southern Idaho, Wyoming; and Montana,
and heavy rains have fallen in northern
Georgia, eastern Tennessee and the Vir
ginias, while lighter amounts are re
ported In the adjoining states and also
in Texas, Oklahoma, Kansas and Ne
braska. Unusually low temperatures
continue on the Pacific slope, and light
frost oeeurred this morning In western
Oregon. The Nome observer reports the
Ire as having left the shore yesterday
on Bering sea.
The indications are for fair weather
In this district tonight and Saturday,
except in extreme eastern Oregon and
southern Idaho, where showery weather
will continue.
