" " Itallr th nrlnrlnal inturh nt tha evening. -Mr. McKenna went on record as be' Ing unalterably opposed to a centralized government and would even make the present system more democratic. He would keep the present board water, executive and park and would Increase tha number of councilmen to 20. Seven of these would be ward councilmen from the east aide, six ward men from the west side and seven councilmen at large. This, he thinks, would make a government in which one department would be always watohlng the other and in thia way graft would be made Impossible. Mr. MeKenna doea not think well of either the Des Molnea or Galveston form of government. He thinks that experi ence taken from the trouble of - San Francisco and other cities which hava a centralised form of government, should show the people of Portland these plana will not do. W. X Clemens, member-elect of the state legislature, spoke on the filling being aone on tne east siae, una m&ae the assertion that. In view of the im mensity of the task wnicn it nas un dertaken, the Paciflo Bridge company had been given to understand by city officials that It could .have what time extensions were needed. He says the company la and has done its work as fast as possible and that no hindrance anouia oe given inem. The municipal ownership of a light lng plant was brought before the clubs by the Norm AlDina improvement ciuo, but waa tabled after considerable dis cussion. The question of a Japanese handling a United states postomce was not brought up. CHURCH DEBT IS WIPED our t T (Special PUpatch to The Journal.) Pendleton. Or.. Sept. 30. Maurice O.
