Council Swings Over Again. At that time the councllmen refused to grant the additional police ofricers for several reason. In the first place, because a large sum had been appropri ated to the police department fund, and that an additional amount should not be taken out of the gFneral fund for the department which thn majority party declared a cohort of Mayor Lane. Later, when an attempt was made to have the salaries of the additional of ficers paid out of the police fund al ready appropriated by close manage ment and relinquishing other things de sired for the department, the majority party declared that the promise was only a subterfuge and that the de partment would coma In toward the close of the vrar and ask for additional rnoncv, thus ultlmateiv securing tne money for Die additional policemen out of the general fund.
