The places mentioned in this petition
are unlawful, and the law has been in
voked upon me. Therefore 1 have s.m
ply stated to the council what must he
done. The councilman do not realize
any more than I do that this evil i one
of the greatest moral problems that anv
city has to contend with, and to call
mv statements a political move is un
fair. "The councllmen know as well as I
do that this petition was not circulated

Councilman Wallace has taken a view
of the question which ha considers not
only fair to the mayor but to the coun

to the city Is somewhat laughable when
It is considered how thev voted In the
past when there were sharply defined
parties In the council, the majority par
ts' fighting the mnvor.
When the ordinance was Introduced
last February asking for additional de
tectives and picrolmpii. not only Ha
lter but Annand and Menefee as well
voted against II In fact, the majority
party voted solldlv and defeated the
measure while the 'minority party with
four votes supported It.
Council Swings Over Again.
At that time the councllmen refused
to grant the additional police ofricers
for several reason. In the first place,
because a large sum had been appropri
ated to the police department fund, and
that an additional amount should not be
taken out of the gFneral fund for the
department which thn majority party
declared a cohort of Mayor Lane.
Later, when an attempt was made to
have the salaries of the additional of
ficers paid out of the police fund al
ready appropriated by close manage
ment and relinquishing other things de
sired for the department, the majority
party declared that the promise was
only a subterfuge and that the de
partment would coma In toward the
close of the vrar and ask for additional
rnoncv, thus ultlmateiv securing tne
money for Die additional policemen out
of the general fund. Not trusting them
selves the coupellmen could not trust
anybody else.

Is conducting an Investigation of north
endWfalrs with a view to discovering,
if possible, whether the denizens of that
unsavory section of the city nro paying
for police protection, and If sn, who Is
getting the money.
The district attorney stated this
morning that he had been looking into
this matter in a quiet way for some
time. lie is picking out proprietors ot

having them come before him to an
swer questions he puts to them in re

What the results of the Investigation
so far have been, if any, Mr. Cameron,

"I have been hearing for a long time,"
he said, "that money is being passed to
secure protection for these houses. If
thcit is so, J want to know It, and I
want to know who gets the money. One
thing is certain; If I learn what houses
are paying for protection, they will not
be allowed to run any longer.- I will
put a stop to that."
