. ; THE OREGON DAILY JOURNAL. PORTLAND. THURSDAY EVENING, JULY 30, 1908. 13 nniGHTS' F SIDE OF DISPUTE Say Tort Employs Force of "Woodbutchers" for Repair Work. MECHANICS GET PARTICULAR JOBS J. H. FITZGERALD, GREAT SACHEM OREGON I. 0. 0. R. M. Opn Shop Policy, It Is Declared, Was Adopted for Purpose of Mak tng Large Profits for Owners and Not to Save Customers' Money, Union shipwrights who are on strike because of the open-shop policy adopted In the yards of the Portland Bhlpbulld In company and Joseph Supple, In a communication sent to The Journal, as sort that the reason they have been In the habit of charging $1 extra per day for work on I'ort of Portland Jobs Is that the port engages a lot of "wood butchers" to do ordinary; work and then when they encounter a piece where com petent mechanics are reuulred, the work Is turned over to ono of the shipyards. They also eel forth that the yard owners adopted the open-shop policy in order to get even because of the union deciding to do Individual work for steamboat owners at the same rate of wages charged the shipbuilding yards, Instead of adding f0 cents per day to the price. Following Is the comminution: ' "The Portland shipwrights believe they have been put in a bad light before the rubllo and want to give their side of the controversy. "On June 1. 1908. two shipyards. J Hunnle'a and the Portland Shipbuilding company, had notices posted on their premises that on and after Bald date tney wouia run tneir yarun on inn wpm shop plan That wan the first mistake they made. They figured that the men would quit work right away. The men figured. If we quit work we will he breeding a hardship on Innocent parties by leaving their boats that were hauled out on the way unfinished. We fin ished up and took no notice of their notices. They poKea an ninns 01 iuu nt us, asking u how we liked the open shop signs and s on, but as long n there was no violation of our laws we kept on at work. Now comes the Port of Portland with five barges to be hauled out and be repaired. They asked for bids, the bids were opened, the St. Jnhns yard was the lowest hid. They figured on paying the men In; the other yards fig ured on paying . Now, this Is where the taxpayer must figure how the can be. "We are accused of discriminating BB-iinsf tlm Pnrt of Portland. It Is f"v-N true, we charge the port $1 n day more than the local people for this reason: Heretofore, they never gave us any of their work until of necessity compelled to. They have kept a lot of woodbutch ers who hack and chop nt the taxpay ers' floating property and also his pock et, and then when these non-mechanics have got the property In such a tangle that they can't go any further, they call on the shipwright to put them right. Tills is the reason we charge the I'ort $1 more than local people who patron ize us at all times. "Previous, and up to last January, It w;is the custom of the shipwrights to 'charge mi owner or captain BO cents mote per day than was charged the bossest This sent most nil the work to the yards.
