It had to do 'with what Is known In police parlance as a "frame up," or a ''phoney ' raid. The place to be raided was notified in ad vance that a raid would be made at a certain hour The keeper of the place would have three, four or five dummy gamblers in attendance and when the moral squad" arrived these dummies would be gath ered in and later subjected to fines In the police court If no "arrangements" were made and a legitimate raid was conducted the police would be IJkely to catch from 26 to 100 gamblers. The police court fines in such an event would mount up to a pretty penny and would make the business of persistent violation of the law extremely unprofit able. The only wholesale snd legitimate raids that havs been conducted at places that are popularly supposed to rrovide the bulk of the protection fund, or many months, were carried out by Detectives Baty. Price snd Coleman, under orders from Captain Bruin. These raids were made on Information pro vided by persona outside the police de partment. They were conducted with out the knowledge of the members of the so-called moral squad Acting De tectives Kay and Kelnlln who were assigned to the work of suppressing Chinese gambling by Chief Grltsmacher. These raids, which were productive of a wholesale harvest of fines deepened the bitter feeing already existing be- t woom f-Mf llrMiniarhl-r and CaDtain Bruin. They also put an end to Chinese gambling ror tne time neing. But not for long. Bruin got his or ders to keep out of Chlnstown, and the gamblers rejoiced. Then came the order, promulgated about 10 days ago, detailing Detectives Price snd Coleman to Chinatown. Gam bling stopped and the Mid closed with a snap, only to be raised at Infrequent Intervals as a sort of test of the new order of things. Ul Is UfUd. During ane of the brief Intervals Price and Coleman swooped down on the lottery game at 5 Second street and captured the notorious Jue Sue an four of his henchmen, who were in the act of conducting a lottery game. The famblera pleaded guilty and contributed 26 each to the city's finances in the shape of fines.
