It Is this rambling resort over the
store of he Bo Wow company that tlx

raid. At the time the statement con
cerning "srrsngemenu" was made a
dribbling stream of Chinese gamblers
was flowing in and out or tne street en
trance to the resort, past the 'lookout"
stationed at the door. All was within
plnln view from the windows of the
police station ana so ciose at nana mat
by a little stretching of arms and Im
agination the chief snd the lookout
could have shaken hands across the In
tervening space. Had a rald been or
dered, between 50 and 100 Chinese gam
blers would hays been snared. But the
raid was not ordered oecaus or the
"arrangements."
In times past when the lid was off
In Chinatown snd the gamblers were In
the full enjoyment of purchased "pro
tection," the word "arrangements", was
not an Idle one. It had to do 'with
what Is known In police parlance as a
"frame up," or a ''phoney ' raid. The
place to be raided was notified in ad
vance that a raid would be made at a
certain hour
The keeper of the place would have
three, four or five dummy gamblers in
attendance and when the moral squad"
arrived these dummies would be gath
ered in and later subjected to fines In
the police court If no "arrangements"
were made and a legitimate raid was
conducted the police would be IJkely to
catch from 26 to 100 gamblers. The
police court fines in such an event
would mount up to a pretty penny and
would make the business of persistent
violation of the law extremely unprofit
able. The only wholesale snd legitimate
raids that havs been conducted at
places that are popularly supposed to
rrovide the bulk of the protection fund,
or many months, were carried out by
Detectives Baty. Price snd Coleman,
under orders from Captain Bruin. These
raids were made on Information pro
vided by persona outside the police de
partment. They were conducted with
out the knowledge of the members of
the so-called moral squad Acting De
tectives Kay and Kelnlln who were
assigned to the work of suppressing
Chinese gambling by Chief Grltsmacher.
These raids, which were productive
of a wholesale harvest of fines deepened
the bitter feeing already existing be-
t woom f-Mf llrMiniarhl-r and CaDtain
Bruin. They also put an end to Chinese
gambling ror tne time neing.
But not for long. Bruin got his or
ders to keep out of Chlnstown, and
the gamblers rejoiced.
Then came the order, promulgated
about 10 days ago, detailing Detectives
Price snd Coleman to Chinatown. Gam
bling stopped and the Mid closed with
a snap, only to be raised at Infrequent
Intervals as a sort of test of the new
order of things.

During ane of the brief Intervals
Price and Coleman swooped down on
the lottery game at 5 Second street

act of conducting a lottery game. The
famblera pleaded guilty and contributed

That the Oregon apple Is supreme
In every section of the world has been
noted time and time again. It now
transpires that not only are they In
better demand than those from other
sections but the price Is actually three
times as high as the best eastern
product and over twice ss high as ap
ples grown anywhere else in the world.
In London the Oregon Yellow New
town takes front rank on every occa
sion the price of all other apples be
ing governed at all times by the value
of the product from this state. The
lead In price is always maintained
but sometimes is greater than at other
periods. If Oregon apples are scarce
they sell correspondingly higher no
matter how great the stocks grown In
other sections or tne world.
London appetites always pay tribute
to , the worth of the Oregon apple;
this tribute .being shown in a sub
stantial manner. News has lust ben

Mr. Wu was in an extremely pleasant
mood when the reporters and photog
raphers swooped down upon him and
smilingly answered the interviewers
Questions.
"Of course, It Is unnecessary for me
to say that I am glad to return to
America. My relations with your pso-
Dle have always been or a most pleas
'ant nature and i have many friends
here.
"The statement that I am bringing
with me an appeal from China to the
United States, asklna the American
a-overnment to aid my country in check
lnsr Japan's alleged' encroachments In
Manchuria, Is untrue. As a matter of
fact, the statements that Japan Is
shutting out foreign trade by discrim
ination in transportation rates are
greatly exaggerated.
"So far as I have been able to learn,
the emigration differences between the
United States and Japan were also
greatly magnified. When the two gov
ernments got together and presented
arguments it was found that there was
very little to arbitrate and the matter
was quickly arranged."
Mr. Wu brought with him 80 Chinese
students, who will enter various Amer
ican universities.
