There are to be extensive Improvements made In this city during the present year, If the actions of the cltv council during Its last several meetlugu can be construed to mean anything. The city clerk has been Instructed to advertise for bids for the construction of a sewer system that will practically cover the city, which bids are to be opened on March t; also to advertise for bids for the paving of 10 blocks of Tower avenuo, the Drlncloal business street In the city. The bids for the paving are to be opened on March 17. The matter of the paving of Tower avenue was tatten up aoout a year ago and the city council lias decided to have It paved with bltultthlc, on the assur ance of the owners of the patent that It should cost not to exceed a certain amount, but when, bids were called for for such Davlng the patentees' bid was some 110.000 In excess of the estimates nglven, and as it was tne only bid, tne council rejaevca n. oias were again called for for bltultthlc, brick, acphalt and Hassam. MAY DODGE PAYMENT OF SPOKANE REWARD (Special Dispatch to The Journal.) Spokane, Feb. 27. A strenuous legal fight has been started over the $2,5(6 reward offered by the business men for the arrest and conviction of the slayer of Officer Stotko. The subscription list waa raised with the understanding that the villain waa to be caught within six months. It was eight months before James Dalton, convicted slayer of Stot ko, was arrested. There are three persons who claim the reward, "namely, Detective Aleck MacDonald and Officer Cecil Thompson, who arrested Dalton and Llbby Morgan, who gave the clue that led to Dalton's arrest. H. J. Shinn Is the heaviest sub scriber to the reward and as he Is now In California, the matter will rest until he returns. Those interested tn the re ward think Shlnn will consent to allow the reward to be divided, even though Dalton's' arrest was after the six months' time limit was up. On the same night that Stotko was killed an attempt was made to blow open the safe of Shlnn & CO. Forestry Reserve Bill. The Spokesman-Review has won a suit for damages for libel Instituted agalnot It by M. H. Whltehouse, a Spokane pi oneer. The suit waa based on an article ap pearing In the newspaper July 14, 1804, relating that Mr. whltehouse had se cured a license to wed one Clara S. Reed, but that something had arisen to prevent the marriage. The news paper made a mystery out of the sit uation, and gave the artlole consider able prominence, - The action was dismissed In the Jow- .r onnrt unrl the luniemi court af firms this Judgment One Cause of action waa dismissed on the ground that the article contained nothing li belous per se. As to the second cause of action the court finds .that there was not a sufficient showing that notice had been served on the publisher of the paper prior - to .
