"All kinds of mill concerns and ship ping concerns, farmers and producers generally are losing profits, and in some instances their Invested capital Is being frittered away through the con ditions Imposed by the failure of the railroad companies . to furnish freight cars. Only in cases where there la rail competition are shippers able to secure eara with any degree of promptness. Wherever the rival Hill snd Harriman lines both have access io a shipper, and he is able to work one against the other, either one of the companies will re spond with reasonable alacrity to a call for oars. But tha vast number of Ore gon lndustriea are located exclusively on a Harriman line or sidetrack snd are at the mercy of the Harriman manage ment. v A movement has beea started n the Willamette valley that will result in calling mass meetings all over the stats to try to , initiate some remedy for the car shortage. The movement has taken shape at Cottage Grove and. Eugene, and Is spreading to the Rogue river valley and eastward over . tne u. n. at n. It la said there is no use -upending money and effort to push the development of the state if the railroads are going to pull back. The starting of new industries will be hopeless if those already eatabllshed are not to be enabled to ehip their producta and compete in the world's markets. . Advantages of Waterways. . One thin that is being brought out with sharp dlsttnetness is the enormous importance of navigable waterways and the great advantage now possessed by Industries that are located on navigable waters. MUlaites that have water trans portation are at. a premium, and will steadily increase - in value aa the re sults of the Harriman railroad policy are more clearly understood. At a mass meeting to be held at Eugene to discuss the car situation the Portland Commer cial club will be represented by Samuel Connell and B. W. Wright, who have been appointed delegates by the board of governors. Mlllmen, arter a long, nara and .almost fruitless fight to secure re lief, are slowly losing hope. There Is no change in alght and none promised by the railroad companies. Reports from -Si . lumber mills in Oregon snd Washington indicate that the total num ber of cars. needed la (.442. The rail roads, from' November 1" to November ltr-bave furnished 333 cars. Six mills have cloSdrth1a month, four have shut down to one third running time, three to half , running time.
