General Funston, as eommander of the department, was final arbitrator In the plan for a union enoampment; and his favorable decisis pleaaea the militia at the three atates concerned. For many years the forces Of Oregon, Washington and Idaho have hoped to get together la annual encampment : """" " ' Amerloas &ake tie American lake, near Taooma, la the spot which Feneral Funaton's meases "announces will be - the encampment grounds. The Amertoan lake ' grounds comprise 10,000 acres, are well watered and consist of a. plateau of bench-land a siie inat ta aim oat Meat xor eracainp- merit purposes. MAJSACTTtrSXTTS FOB OMTST. . (Jevrsal fipeda! fiervlee.) Boston, April I L Hearst supporters led by George Fred Williams thronged Tremont temple thla morning at the opening of the Democratic state conven tion, and It waa evident from, the out set that they were prepared to contest every inch of ground before succumbing to the Olney avalanche. Their program. 4t was soon apparent, waa to make all the trouble possible In the convention. It Is reported that if finally beaten the Hearst following will withdraw, organ ise a rump convention and attempt to have the delegates thus chosen recog nised by the national committee aad the national convention. There appeara to be little doubt. Judg ing from the trend of the opening pro ceedings, that the regular convention will succeed in carrying out Ita original Idea of Indorsing Olney for -the presl dentlal nomination. Whether the dele gation will be bound by the unit rule is a question. Mayor Patrick A. Collins of Boston, and William A. Oaston. who ran for governor last year, will be two of the four chosen as delegates-at-large. Others mentioned for the honor are Con gressman BL I Thayer and Charles 8. Hamlin. It waa the intention for the Spenoer to go out ail right, lt is said, but owing to a few little matters which had been over looked la the rush and which required attention the . plana were changed. - It la now said that aha will make her first trip on Friday, notwithstanding all the superstitious notions with which ths fifth day of the week baa been sur rounded since time immemorial. The Spenoer moved down to the gas dock yesterday afternoon, where her tanks were supplied with fuel oil. Then she shifted over to the Victoria dot phlns, where she is now lying. In her new coat ef paint aha presents a fine appearance, and those who saw her passed many comments in her favor.
