NEW YORK, Dec 19,-Cash and securities, totalling half a billion dol lars will move through the streets of New York and Brooklyn, respectively today and tomorrow, the occasion be ing moving time for the Dime Sav ings Bank in Brooklyn and the Na tional City Bank ot 52 Wall street Both institutions go to new quarters. Thirty-two million in cash and securi ties, guarded by two lines of special policemen will be transferred in au tomobiles by the Brooklyn institution today, while $50,000,000 in cash and $300,000,000 in securities goes to the new home of the National City Bank just across the street from the old building on Sunday. ;in the matter of the legal sterilization of all manner of human perverts and weaklings; and it is peculiarly valu able testimony since it comes from one of the very best of Astoria's good women, one who, daring to think, dares to declare her conclusions for the good of humanity. "Now in regard to this law of her edity of which Dr. Adair speaks and seeks to make good upon, we know that the 'sins of the father are visile j upon the children from generation to generation and remain with us inter minaDly, wnne we do Out little, In a scinetific and logical way, to minimize and banish them; and actually foster them instead, by too slavish a devo tion to tradition and custom. "All of our public institutions, a"sy lums, penitentarics, reformatories, are literally menaces to human advance ment, when looked upon from a hu manitarian standpoint; and this fact of itself is one of the stoutest pleas that may be offered for Dr. Adair's proposed route to human freedom. None of these blasting ills are new; they are old as time itself. The poor human entity can only break itself against the solid law of moral nature, and so we must revert to the laws of men wise in their generation for the only relief, which, in the larger sense, is available. Therefore, why not try this certain expedient? It is always well to face the truth, especially when we are on the quest of world-wide good such as is bound up in this tre mendous problem. And think of the ever accumulating burdens of taxation involved in the useless ourses we have pursued to relieve and protect the helpless and the vicious.
