SUNDAY, SEPT. 13 STUDYING WASTE OF NATURAL NATIONAL CONSERVATIVE COMMISSION MAKES PUB LIC ITS FIRST SCHEDULE WATERS, FORESTS AND LANDS Lands Are Wasted by Erosion," and by Bad Agricultural Methods, and Water Power is Lost to an Alarm ing Extent, it is Said. , WASHINGTON', Sept. ll-The national conservation commission has just made public the first of its sche dules on which the inventory of the country's natural resources is being conducted. It is plainly evident from the inquiries being sent out that the commission intends to run down waste fa all its varied forms and to devise some means to prevent it. This is ap parent in the general schedules to each f..the four sections of the commis sion waters, forests, lands, and min erals. For instance, the schedule rating to lands enquires into -waste of soil by erosion. That schedule also suggests waste through "bad agricultural me thods." The lands schedule likewise goes into waste in the carrying capac ity of the public range in the west The . section on waters is inquiring into how much land capable of irrigation is wasted by not being irrigated. More important still is its suggestive inquir ies tending to show that we are wast ing our water ways to an alarming ex tent by not using them as we should; perhaps the greatest form of waste brought out in the entire schedule is that relaing to waterpower. Two of the inquiries are as follows: "Are existing developed waterpow ers put to their full use? To what ex tent can coal be saved by the substi tution of water power?" Under the head of floodwaters, the commission enquires as "To what ex tent are floodwaters wasted. The minerals section of the com mission is seeking to find out "The nature and extent of waste in the mining, extraction and use of mineral products,M and "Methods of preventing. or lessening this waste." the commission is also conducting a census by correspondence to find out the common wastes in .the "Wood sing industries." According to the, plan mapped out the members of Mr. Andrews' classes in the university and the law school in this city and members of their clas ses and the Yale men generally, ask ing that they use every effort to find Mr. Andrws and care for him until his family can be notified. Moral Influence Of Cleanliness Ex- ceeds That of Literature. NEW YORK, Sept. 12.-Dr. W. H. Maxwell, city superintendent of schools, speaking at the American mu seum of Natural History last night before the Playgrounds Association of America, declared that the useful ness to the city is point of morality of the Carnegie public libraries was small compared with that which would accrue from a comprehensive system of public baths.
