, WASHINGTON', Sept. ll-The
national conservation commission has
just made public the first of its sche
dules on which the inventory of the
country's natural resources is being
conducted. It is plainly evident from
the inquiries being sent out that the
commission intends to run down waste
fa all its varied forms and to devise
some means to prevent it. This is ap
parent in the general schedules to each
f..the four sections of the commis
sion waters, forests, lands, and min
erals. For instance, the schedule rating to
lands enquires into -waste of soil by
erosion. That schedule also suggests
waste through "bad agricultural me
thods." The lands schedule likewise
goes into waste in the carrying capac
ity of the public range in the west The
. section on waters is inquiring into
how much land capable of irrigation
is wasted by not being irrigated. More
important still is its suggestive inquir
ies tending to show that we are wast
ing our water ways to an alarming ex
tent by not using them as we should;
perhaps the greatest form of waste
brought out in the entire schedule is
that relaing to waterpower. Two of
the inquiries are as follows:
"Are existing developed waterpow
ers put to their full use? To what ex
tent can coal be saved by the substi
tution of water power?"
Under the head of floodwaters, the
commission enquires as "To what ex
tent are floodwaters wasted.
The minerals section of the com
mission is seeking to find out "The
nature and extent of waste in the
mining, extraction and use of mineral
products,M and "Methods of preventing.
or lessening this waste."
the commission is also conducting
a census by correspondence to find
out the common wastes in .the "Wood
sing industries."
The returns from the inquiries will
form part of the report of the con
servation commission.

on of the late Charles H. Andrews,
Governor, and later chief justice of
the Supreme Court of Connecticut,
Yale men of this city are making a
canvass of the United States and Can
ada. He was last seen here about
February 11, when he left the llote
Rreslin, since which time neither his
Yatc comrades nor his invalid, mother,
! who lives in Litchiield, Conn., have
; heard anything from him. At the
time he was suffering from rheumatism
which induced melancholia. His friends
believe he is wandering about the
country and avoiding them that they
may not be bothered by his troubles.
According to the, plan mapped out
the members of Mr. Andrews' classes
in the university and the law school
in this city and members of their clas
ses and the Yale men generally, ask
ing that they use every effort to find
Mr. Andrws and care for him until
his family can be notified. The work
has been done quietly and though the
police have been asked to help, the
only notices sent out were confidential
ones.

NEW YORK, Sept. 12.-Dr. W. H.
Maxwell, city superintendent of
schools, speaking at the American mu
seum of Natural History last night
before the Playgrounds Association
of America, declared that the useful
ness to the city is point of morality
of the Carnegie public libraries was
small compared with that which would
accrue from a comprehensive system
of public baths.
"As I draw books for myself from
a Carnegie library and watch the
children of the public schools go
there for reading matter," said he, "I
bless the great iron master for what
he has done for the intellectual im
provement and recreation for this city
and yet the usefulness from a moral
and hygienic point of view of the Car
negie libraries is small compared with
the advantages that would flow from
the benevolence of him who shall in
crease the number of public school
baths.
"I know of no better way for Phil
anthropists to promote the physical
and moral welfare of the rising gen
eration, their health, cleanliness and
comfort, than by placing say $230,000
at the disposal of the board of educa-
tion for the construction of shower j
baths m all our school buildings in
the poorer neighborhoods."
