NEW YORK, April lS.-With a card that includes the Carter handi cap racing in New York state begins the season at Aqueduct today. In spite of the bitter fight that has been waged at Albany and throughout the state for several months, the book makers will be in their places as usual. Just what the Jockey Club, the managers of the tracks and the Metropolitan Turf Association the bookmakers' organization have de cided to do about betting at the tracks has not been announced. That they will attempt to do away with some of the abuses which are popu larly supposed to have existed at the tracks under the Percy Gray act, the law which allows betting at the tracks, is generally conceded. The state-wide cry .against betting at the tracks has had its effect on the pro moters of racing, although it was not of sufficient strength to induce the legislature to repeal the betting law. At a public hearing before a legisla tive committee of the Jockey Club promised to' do away with the ob jectionable features of betting under the law. That such an attempt will be made is generally believed, but the details of plans that have been made to carry out the promises have not been made public. It has been announced that minors will not be allowed on the tracks in the Metropolitan District unless ac companied by persons of mature years. This rule, it is believed, will do away with many of the com plaints that facing has an evil influ ence on the young. The court of appeals has up held the constitutionality of the Percy Cray law and the arrest of bookmakers would probably prove unavailing. BRUSSELS, Apr. 15-The govern ment of the Congo Independent State has issued a reply to the British White Book containing reports from British Consuls, in the Congo. The reports the reply states are untrue, particularly the affirmation with re spect to the exaction of taxes in la bor instead of money. The state ments that transportation on the up per part of the Congo river is a state monopoly; that collection of taxes in the Katutaga region is farmed out and that a commercial agent sent enced to death for murder has been released, are declared to he fale.
