No less than five bills relating to the investigation and regulation of tele graph companies arc now before con gress. , Their provisions range all the way from government ownership to reduction of rates and prohibition of the franking privilege now enjoyed by nation I legislator. The service promised by the new telegraph company, the Tclcpost, is the inspiration of a number of these proposals. The Tclepost , will carry mes'sages for a cent a wonl between all point, delivering by messenger in the usual way. On "telcposw" deli vered at destination through the mails the rate islialf a cent a word. Jt will also carry, free the fil'ng time and time of arrival at the receiving office. Members of congress to whom it has ben demonstrated that a profit able business ,can be done at these rates say that they will press for re forms until some action is taken. The bill fathered by Senator La Follettc calls for a thorough investi gaton of the telegraph companies, with a view ultimately of taking them over as a part of the postal service. A step in this direction has already been taken in the adopt'on by the Tclcpont of the plan to make post men the messengers for the delivery of telegrams.
