A POLICY OF 8RNTIMENT. Not many Americans can be found, perhaps, who will share with the-Lon don Spectator IN - raher pessimistic opinions on the future of the young re public of Cuba. Mowed obviously by the recent disturbances at Havana our British contemporary dcclnrc-s that It seems not improbable that the policy of the United States In allowing the is land so much Independence will ultl niately break down. . Any policy dic tated by sentiment usually does, rhe Spectator adds. '-..;;.' 1 It is to be noted In this connection that the very brief reference made to Cuban affairs by President Roosevelt In his annual message is predicted tx- -elusively on Just such a "policy of sn tlment" as the Spectator has no con fidence in or patlonee w ith. The presl dent appeals directly to the heart of congress ti enact the reciprocity Jeg- : lslation that the senate stood out against, last summer. The United States is a great nation, he says the greatest of the republics and Cuba the youngest of them all with a remark- j able form of government; we ought to treat her liberally, we can well afford to treat her genertusly; and it would be greatly to our discredit, he argues, should we fall to grant her the help that she to much needs and expects, and that we can extend to her so easily and with so much propriety. The force and effect of such argu ments with the law-making body Are Just as problematical as they were six months ago. There is not, it Is much to be feared, a large measure of that sort of sentiment in the upper branch of congress. It divided last spring along lines that are vastly different. the main question being one that ap pealed with great force to the senators' business side rather than to their hearts the question of whether or not a particular American Industry ought .to sacrifice anything for the island of Cuba. If that can now be subordinat ed, the heart of the serate may yield to arguments like those of President Roosevelt. . " , But on the larger question of the success and permanency of the "policy of Sentiment" In the case of Cuba the American people are largely of one mind th;y believe In that polky. Still there is fool for reflection in the Spec tutor's ..-logins: loraroent that the LOOKING BACH To the lime bea the was tjluclced from the vcrr gttsp of death, the natural inv nu1 f t srorllin'ff Via- im tsntfnl ncss for the mean which saved her. a a Genre to help other women in like case. The Astorinn's annual, to be Issued January 1, Is receiving even more en couragement than was expected, and the large amount of advertising receiv ed at this office Indicates that the pub lication of Sl-page paper wlil be nec essary. The annual will be widely circulated, going not only Into every house In the lower Columbia river dis trict, but as well to Jobbers In eastern trade centers. The annual will also find its way to those sections of the country from which homesevkers will come In the spring to the land of plenty. Those desiring to send copies of the edition to their fi lends in other states should place their orders at once. The Pendleton East Oregonian, good democratic paper that it is, lvanta the republican party to elect a United States senator from eastern Oregon. It believes that the arid counties cannot properly be represented by Congress. man Williamson. In view o( the fact "that practically three-fourths of the wealth of the state lies west of the Cascades, this demand for equal divls ion of thj congressional delegation Is hardly consistent. The PorMand Illustrated Courier published :n the interests of the Lewis and Clark fair anl the state of Ore gon, is one of the most attractive mag azines that comes to this office. It is issued weekly by Alfred D. Bowen. Within a few woks) the Courier will devote Its entire issue to Astoria. The Harriman lines are handling the Journ al In the east an.' the advertisement for this city will be a valuable one. If proper effort had been made to im prove Fort Stevens and make It a point of mobilization for troops, the fight for the transport business would not have been alone between Seattle and San Francisco. We Oregonians must learn some day that eivll strife and petty Jealousies between cities are not con ducive to the promotion of the state's Interests. At 12 o'clock tonight, according to the deductions of a religious writer, all that portion of the United States lying south of a line connecting the southwest corner of Connecticut with El Paso, Tt., will be submerged. If the submersion fails to come off, the way will be left clear for future predic tions of the kind. THE NORTHWEST PRE.s3 Taeoma Ledger For the Oregonian to let a dead man go without slapping the corpse at least once Is a difficult task. East Oregonian: The threatened county seat fight from Malheur county forcibly reminds the peopl? of Oregon that this aggravating matter should be taken out of the legislature. City charters and county seats phould be discussed by the people interested, and the state should not be compelled to pay for val uable time lost in hauling local griev ances over the coals of the legislative session. Albany Herald: Portland asking tl.OOO.OOO fiom the-gent-r.il government for the Lewis and Clark fair. Is not askl.'.g too much In view of- the. fact that the business men of that city are putting Into the fair $590,000, Then ngaln, with ccngries making so liberal a contribution, $59,000 would not look very reasonable for the (share vt the state of Oregon. Oregon must take the Initiative to muk the fair a suc cess. Vi;h these llb ial aids and the neighboring state s doing tholr part, the fr.Ir will be a signal credit to the entire west.
