Not many Americans can be found,
perhaps, who will share with the-Lon
don Spectator IN - raher pessimistic
opinions on the future of the young re
public of Cuba. Mowed obviously by
the recent disturbances at Havana our

It is to be noted In this connection
that the very brief reference made to
Cuban affairs by President Roosevelt
In his annual message is predicted tx-
-elusively on Just such a "policy of sn
tlment" as the Spectator has no con
fidence in or patlonee w ith. The presl
dent appeals directly to the heart of
congress ti enact the reciprocity Jeg-
: lslation that the senate stood out
against, last summer. The United
States is a great nation, he says the
greatest of the republics and Cuba the
youngest of them all with a remark- j
able form of government; we ought to
treat her liberally, we can well afford
to treat her genertusly; and it would
be greatly to our discredit, he argues,
should we fall to grant her the help
that she to much needs and expects,
and that we can extend to her so easily
and with so much propriety.
The force and effect of such argu
ments with the law-making body Are
Just as problematical as they were six
months ago. There is not, it Is much
to be feared, a large measure of that
sort of sentiment in the upper branch
of congress. It divided last spring
along lines that are vastly different.

Francisco. We Oregonians must learn
some day that eivll strife and petty
Jealousies between cities are not con
ducive to the promotion of the state's
Interests.
At 12 o'clock tonight, according to
the deductions of a religious writer,
all that portion of the United States
lying south of a line connecting the
southwest corner of Connecticut with
El Paso, Tt., will be submerged. If
the submersion fails to come off, the
way will be left clear for future predic
tions of the kind.
