Not only will they itrow cotton, but It Is their Intention to manufacture it as well. And even more than this will they do for the benefit of Cuba and thtn' selves. They will not only gin and manufacture the!r product on the ground, but they will sell it to the natives who are in need cf cheap clothe and who have heretofore been tompel'ed to buy imported stuffs, much t-f it from England. This New Tork and Pennsylvania way of helping Cuba will have a ten dency to take the bustnes out of the hands of able and disinterested law makers, but at the same time it is doing the Cubans a good turn and it will be help that will be substantial and lasting. The same thing can be done for the sugar industry in Cu fra. It Is a great sugar country and It Is a great cot ton growing country, and the encour aging and building up of these Indus trie and hundreds of other industries that will be built up through the pros perity of these is the help that Cuba needs, and the only kind of help the new republic doe need. Once In a while there come to light a case of injustice that Is pitiful be yond expression, because there is no method by which the wrong can be righted, no scheme of reparation pos sible. Such an Instance is embodied in the story of Helen Wagner, who died In Seattle In June while there was pending in the circuit court in Seattle her appeal from a conviction of grand larceny. The crime had occurred in Nome. Shortly after the death of the woman her prosecutor was arrested for perjury, and the fact of her In nocence became clear. It is alleged that the witness was hired to swear away the liberty of the woman against whom two gamblers had a grudge, and that by mistake he wreaked their vengeance upon another woman. She was adjudged guilty, and died while the shadow of disgrace was hanging over her. As to the character of the victim, the dispatches say nothing, and, indeed, this is a matter of no consequence in this connection. If she was snared in a net of perjury, . the perjurers are creatures more vile than have any right to live. There is no law to reach them.
