"The thought that has led up to tb Idea of road Improvement took form over two years ago, when the gen eral demand arose that Astoria might help herself by encouraging the farm ers and buying their produce. It was this that led to the Astoria exposition which was to show what could be produced here. A most creditable dis play was made, and a generous and hopeful spirit was shown. The Farm ers' Congress was In the same line, and that was a meeting enjoyed more per haps than any gathering of general In terest ever held In Clatsop county. "It became more and more evident, 'lowever, that little Improvement of the farm lands, or little benefit to the city would be Impossible unless wagon roads, fit for use all the year, should be built to all parts of the county. To advance this difficult proposition has therefore been the task of those who desire and believe In its Improvement. Many attempts have been made; leg islation to suit our peculiar needs and situations has been sought; the unsat isfactory plan of obtaining money by private; subscription has been followed even when It was known to be of doubtful aluc When, therefore, af ter months of hard work, and It was believed that a clliUcult s.tuatlon had been met, and a hard requirement had been fulillled, It was not pleasant to be thrown down on what seems like a narrow legal Interpretation. FOR AN ATHLETIC CLUB. Enthusiastic Meeting Held at the City Hall La t Night. The first steps toward the organiza tion of an amateur athletic club were taken fast night. Th? meeting was held at the council chambers, nearly fifty lemons being present. Temporary organization was effected by the selec tion of G. C. Fulton as -chairman and P. B. Soey as s-cretary. The meeting was addressed by Messrs. Herman Wise, C. R. Tnomson Fulton, Suvey and others, all of whom j commented nn the necessity for an ath- li tic club. Stvcial plans of organiza tion were mentioned and discussed, the I 'lUestlvn of initiation fee and monthly ,ius exciting considerable comment It was agreed by an overwhelming vote that th initiation fee should be placed at $" and the monthly dues at $1.50. On motion the chair was empowered to appoint two committees, each of five members one on organization and the ether on membership. Mr. Fulton stat ed that he would announce his commit tees through the papers In a day or two, as he with.;d time before making his selections. The meeting adjourned fcubject to a call of the chair. Last night's gathering was an en tliusiastic one and there is no doubt that the club will be successfully or ganised.
