The enter tainment continued until an early hour this morning, and all voted the affal one of the most enjoyable in the his tory of local lodge affairs. MAT PASS THIS MONTH. Nicaragua Canal Bill Nearlng Final Action. - 1 it NEW YORK, Feb. . A special to the Herald from Washington, says senator Morgan, chairman of the senate committee on the Nicaragua canal says he expects the canal bill pass the senate this month. Represen titive Hepburn, chairman of the house committee, says he expects It to pass the house during the present month. A poll of both houses shows that when It comes to a vote the bill will pass both houses by overwhelming ma joritles. Both bills, while differing in lan. fiuage somewhat, authorize the presl dent to secure from Nicaragua and Costa Rica the control of such terri tory a may be necessary to construct and defend the proposed canal and make an Indefinite appropriation to be used In securing such control. Citi zens of Nicaragua and Costa Rica are to have the same advantages In the "se of the canal as citizens of the Unit ed State. An appropriation of 310,- 00,000 is made for the commencement of the work and the secretary of war is authorized to enter into contracts for Its completion to the amount of $140, , imu.uw, me money to be provided In the regular annual appropriation bills. There j no reason to expect any fvrlnus efforts to delay the bill In eith er house of congress. Its opponents are so few as to make such efforts hopeless and the present prospects are that a vote will be reached In both houses aftr hort debates. When Mr. Reed, was speaker he was able to pre vent consideration of the bill in the house, but Speaker Henderson Is heart ily In favor of It and will aid In ex pediting action. Chairman Hepburn's present plan is to try to secure consideration of the bill by unanimous cement. Speaker Henderson has intimated to htm that this can probably be secured. If there Is objection to consideration by any of the opponents cf the measure, Mr. Hepburn will then apply to the com mute on rules for a special order and he has no doubt of Its being granted, as all the members of that committee are In favor of the bill. In the senate the financial bill will have the right of way until February 15, but after that hai been acted upon Senator Morgan intends to call up the canal bill and push It to a speedy vote. There will be some opposition from senators who think It would be wise to wait for th- rvp rt of the Walker commission, but few members will oppose the bill In Its present form. Senator Morgan Is confident the ca nal bill will pass congress at the pres ent session. He has assurances that a large majority of representatives favor the passage of the bill without fur.her delay. In the senate some of the friends of the bill are Impatient to have It tak en up and passed some time dur lng the morning hour. The only sub stantial opposition somes from Sena tor Caffery, of Lou'slana. who will probably Insist upon debating the sub- J.-ct at length. "Friends of the bill," Senator Mor gan said, "are satisfied the American people fully understand the provis ions of the nuo.su tv and recognize the Importance of prompt action. I'nder the circumstances, Its advocates wlli not waste any time In discussion. So strong Is the sentiment in the senate faorlng the bill that It might be taken up tomorrow and passed w 1th not more than five or six votes against It. There is a general understanding, however, that it shall not antagonize the finan cial bill, now pending, and, therefore, probably shall not call up the canal bill until the financial bill is disposed of. The latter measure It to be voted on one week from next Thursday. ''I do not believe Senator Caffery proposes to filibuster against the bill when it Is taken up. He desires to present his objections to the proposed bill, and I understand he will content himself by explaining his position to the senate, after which a vote will be taken. I have no fear as to the result, as ths senate has twice passed a sim ilar bill, and the subject Is perfettly well understood by all of the IntelH gent people In the t'nited States." Senator Aldtich, chairman ' of the finance committee, says there is no doubt as to the passage of the rnnal Dili. "More than two-thirds of the s-iia favor the bill." he said, "and It Is not likely that the tmall opposition w interpose any unnecessary delay i present me passage of the bill. Th very snail minority In opposition may require a few days to present thel views and friends of the bill will gi them every reasonable opportunity to be heard. Unless some unforeseen ob stacks arise the bill should be pass, soon after the financial measure out of the way," - . Ills report is dated at the I'nlted Slates military hospital, Honlulu, Jan. 15, and says that up to that date there have been 34 cases of bubonic plague In the city of Honolulu with 27 deaths. "The situation Is very terlous," said Surgeon Taylor, "as the disease has broken out In several Isolated places outside of the orglnally Infected dis trict. One soldier of the Hawaiian Natloral' Guard Is dead of the dUnse, and a white woman from one of the stores from one of the principal busi ness is now very HI. In view of the fact that the d tachment of nineteen men of the Sixth artillery In town were necessarily living with and Inti mately associated with the National Guard, I have recommended verbally to the commanding ofllcer that these troops be removed to Camp MeKlntcy and placed in an Isolated camp for sven (lavs nnil not rptumnrl in HiilPr 'or town until the plague Is over. This has been done. The board of health seems to be doing everything In Its power and is burning Chinatown and all other Infected localities and keeping the In habitants In isolated camps.
