AN AMERICAN PACIFIC CABLE. An eliiborate argument against an all-American telegraphic cable across the Paciflc ocean has recently Iwd made by a writer In tht Et,ii:eeiiug Magasine. and is la w being republlsh td in pamphlet foim. It Is basis! on the ground that the proposed route from California to Hawaii, to Guam and to the Philippines, is long, difficult and ccstly, while one along the Alaskan coast to Russian Asia, to Japan, to For mosa, to the Philippines, Is shorter, easier and cheaper. The correctness of those premises may well be challenged in more than one respect. For exam ple, the writer concedes the need of a cable from California to Hawaii, wh'.-h should be laid even if It is carried no further and if the Aluhkan-Slberia-Ja-pan route la chosen for the transpa cific line. Yet he charges the length o' that cable against the all-American route, but not against the Americo-Russo-Japanese route. Again, he charges the former with a line from Guam to Yokohama, of which there is not the slightest need, since Manila is already connected with Yokohama, and all business with Japan might properly go that way. If, then, we de duct from the all-American route the .403 knots from San Francisco to Yokohama, we reduce it from 9,942 which he charges against it to only 5,734. For similar reasons we may deduct from the 5.530 knots of the northern route favored by him the 200 from Formosa to the Philippines, de ducing the total to 5,350. We shall then find a margin f only 384 knots in favor of the northern route, instead of the 4.3S2 figured out by its advocate. So much for the argument as to length of cable. The argument as to cost falls to a considerable extent with that as to length of cable. With a difference of lead than t per cent between the two Children! How sad it is to see weak j children-boys and girls who i are pale and thin. They can- j not enjoy the sports of child- i hood, neither are they able , to profit by school life. And yet a ' j cable looping along that same coast and along the Siberian and Japanese coasts wold be immune! We are gravely told, toj, that the reason the I'nlted States found so much difficulty in cutting off1 cable communication with Cuba nasi trat the cables ran to neutral shores. and that Admiral Dewey had the same ! trouMe at Manila, because, while he did not cut the cable which, bv the way, ran to a neutral shore he could not shut out messages broucht In bv boat' That is not arcument. It is farce. With a the argumeuts against the all-American line and In favcr of Its rival thus hopelessly discredited, there remains the one great argument In favor of the fetmer and against the lattpr which is indicated In the very title and description of the routes. This country wants an all-Amerlcan line and. no other. It does not want to have to; communicate with Its own poeclons by way of alien lands. When this gov ernment sends a message to Its officers at Manila it does not want to send it over British and Rublan and Japanese rea, or by way of stations on their shores. It does not want Its business delajed or interrupted at their pleas- are or through their disturbances. Let us leave out of consideration the pos- Elbility of our ever having war or other trouble with one of those coun tries, he posibllltv of a war between so ne of them must be taken into ac count. In case of a war with iaoan ind Rusla, for example, what would becoino of our communication with Manila via Siberia and Japan? Yet, at uch a time It miijht be of supreme Im portance for us to maintain that com munication uninterrupted and Inviolate. At the very time when we most needed th.? cable we would be "ieprived of the ur,e of it. No, the very location, char acter and control of the cable line urged by "The Engineering Magazine" writer are Its strongest "ondemnation. Our connections with our own posses sions must be direct and exclusive, and not on alien sufferance or under alien control. It is believe 1 that a direct all-American cable from California to i Hawaii, to Guam, to the Philippines, I would be as short, as cheap, as easy; and as safe as one by any any other route. But whether It would or not, in American waters, on an American hore an-i undr-r the American flag, Is the only cne that wil answer the Im perative requirements of the American Kovcrnntept and the American nation.
