Be it enacted by the Senate and House of Representatives of the United States of America in Con gress assembled, That section five of "An Act to provide for the allotment of ands in severalty to Indians on the various reservTtions, and to extend the pro tection of the laws of the United States and the Territories over the Indians, and for other purposes," approved February eight, eighteen hundred and eighty-seven, be amended by adding thereto the following proviso: "Provided further, That when ever the Secretary of the Interior shall be satisfied that any of the Indians of the Siletz Indian Reser vation, in the State of Oregon, are fully capable of managing their own business affairs, and that it will be to their interest to receive title in fee to the lands allotted to them, he shall cause patents to issue there fore, in fee, in the names of the allot tees found to be capable of manag ing their business affairs as afore said, discharged of any trust and fee, of all charge, incumbrance, or restriction whatsoever; and the Sec retary of the Interior is hereby authorized and directed to ascertain, as soon aa shall be practicable, whether any of said Indians of the Silstz Reservation should receive patents conveying in fee lands allot ted to them under the provisions of this Act." A BILL To enable the Secretary of the In terior to pay to the Indians upon Siletz Reservation, Oregon, the amounts due them under treaty stipulation in full. Be it enacted by the Senate and House of Representatives of the United States of America in Con gress assembled, That the Secretary of the Interior is hereby authorized and directed, on the passage of this Act, tw pay to such Alsea and other Indians on the Siletz Reservation, in Or egon, parties to an agreement made October thirty-first, eighteen hun dred and ninety-two ratified by the Act of Congress approved August fifteenth, eighteen hundred and ninety-four (Twenty-eight Statutes, page three hundred and twenty three), as shall be found to be competent and capable of managing and taking care of their own affairs their pro rata shares of the perma nent fund of one hundred thousand dollars appropriated by the said Act of August fifteenth, eighteen hun dred and nintty-four, and now to their credit in the Treasury of the United States.
