Congressman Robinson of Arkansas, chairman of tho committee hoB reported a now bill as a substitute for tho Lafferty measure. An Important feature of this bill, which as a wholo leaves untouched the government's suit for forfeiture of unsold lands now held by the Southern Pacific, is tho dropping of tho pet scheme of Lafferty to con firm title to those who have tendered tho railroad 2.G0 pur ncro for lauds since the railroad quit selling in 11)03. Lafferty is tho attorney for i5 claimants uudor this theory, and his clIuntB will gut nothing under the bill reported out: of committee. The bill expressly provides that none of tho lands rovortlug to tho uulwd States by vlrtuo of tho right of for feiture Bball b'come BUbjuct to en try under the laud laws. The meth od of disposing of tho lauds would bo left to the future decision of con gress. This Is In harmony with the theory of tho government's suit, which was brought in Oregon by 'i. C. The bill furthermore proposes to confirm title to thoso settlers who have purchased from the railroad company, and to larger purchasers aH well.
