A good many events nro taking placs nt present in the business world whose effects nro likely to be felt by tho worklngmnn unless there is n turn In the tide. Tho American Smelting company, which lias nlroady reduced Its dividend to ! per cent, shows prac tically no surplus above dividends for tho past year, and tho American Loco motive company, nftcr paying one. dividend without having adequately earned It, hns now passed its divi dend altogether. To tho worklngmnn facts like these may seem to concern " tho capitalist nnd Investor rather than himself. A llttlo consideration will show, however, that such events soon react upon labor, not only by depriv ing somo laborers of employment, but by reducing tho demand for labor and. so permitting reductions in wages to bo made even among those still em ployed. Tho fact that tho American. Locomotive company has been com pelled to close Its works nt Providence is one of the evidences of this. Tho fact that building operations havo de clined for representative cities from $309,050,000 In tho first eight months of 1007 to ?2S 1,351,000 for the corre sponding months of tho current year carries the same lesion. What will bo tho effect upon labor If the shrlnkngo of 15 to 20 per cent In volume of transactions which has nlroady boon disclosed In railway earnings, building construction nnd other directions Is not soon counteract ed 1)3' reviving confidence? Every la boring ninn can answer tho question for himself. Ho knows that It will menu reduction of wages, ineffective strikes, tho exhaustion of his savings nnd tho success of scab labor In oust ing him from his job at lower wage unless ho submissively accepts tho terms Imposed by unfavorable busi ness conditions. To tho laboring man who favors the election of Mr. Bryan as president tho question should come home whether under the most favorable conditions such an event would contribute to tho revival of business or even permit it Does ho not know that tho average business man, whether ho be manufac turer, contractor, engineer or bnnker, lookB upon tho election of Mr. Bryan with fenr and trembling nnd will cur tall his business activity from tho very day thnt tho result of tho clcc tlon is announced? Tlioro may be la boring men vindlctlvo enough toward their employers to enjoy the spectaclo of seeing them worried by tho election of Mr. Bryan. But would a temporary gratification llko this bo wisely ob tained at tho sacrifice of steady em ployment, good wages and personal In dependence during the next four years? Even If Uio business men who entertain theso feelings nro all wrong; still tho fact must bo faced that they aro entertained nnd thnt Mr. Bryan'a attitude on Important public question Is not likely to dispel their distrust after his election. Among the Important principles which Mr. Brynn is advocating In this campaign nro radical revision of tho tariff, reduction of tho product of tho trusts nnd tho Issuo of government paper to supersede tho existing cur rency system. Radical revision of tho tariff means that manufacturers will reduce their output to tho nbsoluto minimum which will meet current or ders. Tho mere fact of uncertainty regarding tho proposed rates, espe cially when thnt uncertainty Is cm phnslzcd by Mr. Bryan's demands that tho rates shall bo 'moved sharply downward, will pnrnlyzo tho activity and rcduco tho output' of nearly every manufacturer. Still less will it be possible for any manufacturer to bor row capital of the banker and employ contractors nnd builders fpr extending his plant nnd nffordlng Increased em ployment to labor. Tho attempt to dostroy tho trusts by such a crudo process as removing the duties on trust made goods would havo nn oven worse effect Certain industries would bo practically ruined, their securities would decline, receiver ships would ensue, nnd tho community would ngaln bo In tho midst of a panic moro threatening than that of last au tumn, because It wns brought on by tho determined purpose of n man en dowed with four yenrs of power. Tho proposal to Issuo greenbacks would rovlvo tho evils of civil war finance, when gold fled abroad .and business becamo llttlo moro than gambling. To the prospect of these dangers, somo mako nuswor thnt Mr. Bryan would bo curbed by a Republican sen ate. To a limited extent this would bo true. But tho constant transmis sion to congress of messages urging his favorite measures would tend to porpetuato the uneasiness which would bo excited by his election. More "ovor, in many matters tho executive discretion of tho president nnd tho moinbers of his cablnot Is such that they would bo ablo to add to tho dis trust excited by merely academic dec larations and thus to keop tho business community in that stnto of doubt which menns a cnntinuniico nnd exten sion of depression far beyond Its re cont limits. Those nro serious ques tions and should bo weighed without pnsslon by the worklngmnn who Is de ciding how to cast his vote' this autumn.
