which Mr. Brynn is advocating In this
campaign nro radical revision of tho
tariff, reduction of tho product of tho
trusts nnd tho Issuo of government
paper to supersede tho existing cur
rency system. Radical revision of tho
tariff means that manufacturers will
reduce their output to tho nbsoluto
minimum which will meet current or
ders. Tho mere fact of uncertainty
regarding tho proposed rates, espe
cially when thnt uncertainty Is cm
phnslzcd by Mr. Bryan's demands that
tho rates shall bo 'moved sharply
downward, will pnrnlyzo tho activity
and rcduco tho output' of nearly every
manufacturer. Still less will it be
possible for any manufacturer to bor
row capital of the banker and employ
contractors nnd builders fpr extending
his plant nnd nffordlng Increased em
ployment to labor.
Tho attempt to dostroy tho trusts by
such a crudo process as removing the
duties on trust made goods would
havo nn oven worse effect Certain
industries would bo practically ruined,
their securities would decline, receiver
ships would ensue, nnd tho community
would ngaln bo In tho midst of a panic
moro threatening than that of last au
tumn, because It wns brought on by
tho determined purpose of n man en
dowed with four yenrs of power. Tho
proposal to Issuo greenbacks would
rovlvo tho evils of civil war finance,
when gold fled abroad .and business
becamo llttlo moro than gambling.
To the prospect of these dangers,
somo mako nuswor thnt Mr. Bryan
would bo curbed by a Republican sen
ate. To a limited extent this would
bo true. But tho constant transmis
sion to congress of messages urging
his favorite measures would tend to
porpetuato the uneasiness which
would bo excited by his election. More
"ovor, in many matters tho executive
discretion of tho president nnd tho
moinbers of his cablnot Is such that
they would bo ablo to add to tho dis
trust excited by merely academic dec
larations and thus to keop tho business
community in that stnto of doubt

tions and should bo weighed without

ciding how to cast his vote' this autumn.
