As to whether tho city council -should go ahead and order street Im provements without consulting with tho property owners affected, there was a slight discussion in tho city council last evening. Mayor Straw said he didn't care what tho prop erty owners thought about It, that he was In favor of going ahead with street improvements regardless of their wishes If the six members of tho council, the city engineer and he thought it was advisable to do so. Councilman SacchI said that the wishes of the property owners ought to be taken Into consideration as they have to foot the bill. Tho matter was brought up In connection with several proposed Im provements of streets that may bo In tad condition during tho rainy sea son. 'I' street in South Marshfleld, in one of these and Mr. Sacchl want--ed it improved this fall. Councilman Lockhart objected to starting It this fall, saying that elec tion was coming up soon and if '1' street was started they would hear canal street again. Help City Pinnnccs. A large bunch of bills were al-, lowed last night and will deplete the city's cash fund. It was tho final action of the coun cil and Mr. SacchI started to ask why' the finance committee didn't report; on the bonding plan or some means to raise money. Mayor Straw had been anxious to get away and would not'stay for Sacchi to complete his talk. As a result, the council broke up hastily without the usual formal closing of the session. Order Front Street Paving. The city council last night passed a resolution ordering the east half of Front street, between 'B' and 'C streets paved with asphalt. This Is along the property owned by C. A. Smith who has objected to the bitu minous rock paving. The city engineer was ordered to have the intersection of Flanagan and Pennsylvania Improved so as to eliminate a probable mud hole and enable rigs to go direct from one street to another. Councilman Nasburg was instruct ed' to confer with property owners on 'B' and Second streets to see if it could not be arranged to have the street paved this fall. Tho Improve ment of 'A' street will probably be similarly handled. Action will probably bo taken to have 'D' street planked near Mill Slough. Hurry Big Sewer. Talks were made last night by A. H. Powers and F. S. Dow urging, early action on the proposed South Marshfleld sewage system. Mr. Powers said that he wanted tljo sower built on Balnes street from Coal Bank Inlet before the rainy season as the basements of the houses i,n that section are flooded. Ho said that if the city can't put In a sewer be fore tho rainy season, ho wanted a permit to build one of his own. Tho council ordered City Engineer Sandborg to have Otto A. Welle, a Spokane consulting engineer, to comp to Marshfleld at once and go over tho plans for the big sewage system, Mr. Welle will receive ?300 for tho work. It Is the Intention of tho coun cil to build several of tho most ur gent sections of the system this fail. Trouble Over Lights. Owing to a number of tho arc lights at various points in tho city being out several nights recently, It was decided to hold up tho payment of tho Coos Bay Gas nnd Electric Company's bill. Tho company was ordered to provide tho city with a map showing the location of nil ttto arc lights and tho city officials will bo Instructed to report all lights that nro not burning properly. For tho lights that do not burn, tho company will not bo allowed paymont. General Manager Boll is objecting to moving the company's poles to con? form with tho street Improvements. Councilman Nasburg roported that Boll had tld htm (Nasburg) that tho company would not movo another polo. The train Is to arrive in Roseburg from the south at 7 o'clock a. m., on Monday, September 14, and stop here 30 minutes. Tho train will reach Portland at six o'clock that evening, making brief stops at Eu gene, Albany, Woodburn, Salem and Oregon City. Train will reach Ash land from Sacramento on Sunday, September 13, at one o'clock, p. m. Brief stops will be made there and at Medford and an evening meeting held at Grants Pass. The train re turns east via the Northern Pacific and Burlington route to St. Paul and will reach Chicago on September 25.
