The city government of Marsh- fleld is confronted by a condition which is not peculiar to this city. Other munlcipalltes which at certain )erIods of their history, never Ircamed of becoming important, luring those periods neglected to lystematize the business of the city overnment and allowed it to take oaro of itself. Such was Kanbas City before the bridge was built across the Missouri river and it took a good deal of courage and careful manage ment to put that city in shape to receive and nssume the greatness which afterwards came to it. Now that Marshileld Is on the verge of greater and better things she finds that taxation, finances, government and all the features of policy which regulate and improve a city, are not a joko but a very serious and im portant nintter. Nobody in particu lar is to blame. The members of the city council may think that the people of the city blamo them, but such Is not the case. If thero is blame to attach to anybody for the absurd condition of municipal at fairs ,it will not attach for what has or has not been done, but for fail ures to do what must be done In the future to put the city right. Mayor Straw, for instance, lias been very plain and outspoken in his state ments to the council of the needs of the city and tho council havo con ceded It. Now that thoso needs havo become painfully apparent nothing remains for tho mayor, but to bo as vigorous in getting down to real work as is Mr. Sacchi. By taking such action he can and should cover himself with glory. Tho Times published tho report of tho expert accountant Mr. Squires concerning tho condition of tho city government and, while tlio report reflected no credit on our system of doing tho municipal business it re flected no discredit on tho ofllcials, providing tho council proceeds to correct the deficiencies pointed out. It Is a mistake to suppose that The Times has Injured any man because of tho publicity given to that report. Tho people of Marshflold havo sus pected that such a condition existed and havo felt Its evil moro deeply becauso It was not understood. If tho city government would only under stand what some of the councllinon understand that In order to suc cessfully administer the affairs of tho city, tho people must bo taken Into Its confidence and treated as if they wore- entitled to know what is occurring- it would provo far moro satisfactory and tho popularity of its mombers would not siiU'er. Tho peo plo ol Marshflold own Mnrshflold and tho ofllcials aro the peoplo's agents. Tho agents should court publicity for all their public nets and so bo nbovo suspicion. Lot tho city coun cil meet tho obstacles which confront It mnnfully and with n feeling that tho apathy of tho past and not they porsonnlly, nro responsible for tho present dilemma. Get tho city busi ness systematized. Get a charter which will bo sufficient for tho needs of a growing city. Get books of nc count, competent servants who shall recolvo reasonable compensation for their work, adopt rules to govern tho meotlngs of tho city council nnd conduct tho public business with tho dignity which befits a placo of Mnrsh fiold's lmportnneo.
