WHO'S TO BLAME.
The city government of Marsh-
fleld is confronted by a condition
which is not peculiar to this city.
Other munlcipalltes which at certain
)erIods of their history, never
Ircamed of becoming important,
luring those periods neglected to
lystematize the business of the city
overnment and allowed it to take
oaro of itself. Such was Kanbas City
before the bridge was built across
the Missouri river and it took a good
deal of courage and careful manage
ment to put that city in shape to
receive and nssume the greatness
which afterwards came to it. Now
that Marshileld Is on the verge of
greater and better things she finds
that taxation, finances, government
and all the features of policy which
regulate and improve a city, are not
a joko but a very serious and im
portant nintter. Nobody in particu
lar is to blame. The members of
the city council may think that the
people of the city blamo them, but
such Is not the case. If thero is
blame to attach to anybody for the
absurd condition of municipal at
fairs ,it will not attach for what has
or has not been done, but for fail
ures to do what must be done In the
future to put the city right. Mayor
Straw, for instance, lias been very
plain and outspoken in his state
ments to the council of the needs of
the city and tho council havo con
ceded It. Now that thoso needs havo
become painfully apparent nothing
remains for tho mayor, but to bo
as vigorous in getting down to real
work as is Mr. Sacchi. By taking
such action he can and should cover
himself with glory.
Tho Times published tho report of
tho expert accountant Mr. Squires
concerning tho condition of tho city
government and, while tlio report
reflected no credit on our system of
doing tho municipal business it re
flected no discredit on tho ofllcials,
providing tho council proceeds to
correct the deficiencies pointed out.
It Is a mistake to suppose that The
Times has Injured any man because
of tho publicity given to that report.
Tho people of Marshflold havo sus
pected that such a condition existed
and havo felt Its evil moro deeply
becauso It was not understood. If tho
city government would only under
stand what some of the councllinon
understand that In order to suc
cessfully administer the affairs of
tho city, tho people must bo taken
Into Its confidence and treated as if
they wore- entitled to know what is
occurring- it would provo far moro
satisfactory and tho popularity of its
mombers would not siiU'er. Tho peo
plo ol Marshflold own Mnrshflold and
tho ofllcials aro the peoplo's agents.
Tho agents should court publicity
for all their public nets and so bo
nbovo suspicion. Lot tho city coun
cil meet tho obstacles which confront
It mnnfully and with n feeling that
tho apathy of tho past and not they
porsonnlly, nro responsible for tho
present dilemma. Get tho city busi
ness systematized. Get a charter
which will bo sufficient for tho needs
of a growing city. Get books of nc
count, competent servants who shall
recolvo reasonable compensation for
their work, adopt rules to govern
tho meotlngs of tho city council nnd
conduct tho public business with tho
dignity which befits a placo of Mnrsh
fiold's lmportnneo. This is all the
pcoplo auk now.

O GOOD EVENING.
4 Man's life is like a winter's
day
Some break their fnst, and so
depart away;
- Others stay dinner, then depart
full fed,
The longest ago but sups and
O goes to bed.
O Honsnaw. o
LET YOUR LIGHT SHINE.
Talk happiness. What If you're not
As light and as bright as the skies,
Where tho sun ever shines
Down tho silvery lines
ihnt swing out of Paradise;
Will the shadows you teel
And do not conceal
Make the shine of the sun any
brighter?
Will the burdens you bear
And expose everywhere
Make the load of the weary ones
lighter? ,
Talk happiness. What though
You've got an overplus of woo,
Conceal it somehow. You will find
There's plenty of the other kind
To talk their troubles. Don't you let
Yourself be caught in any net
With such a bunch. Brace up, and
show
Yourself superior to woo.
Of course it is a bluff; but, say,
You needn't give yourseli away,
And those who listen need not know
What lies behind your cheerful show.
Talk happiness. By that
You rise above the dreary flat
Of trouble-talkers, and command
A passing glimpse of Happy Land,
A passing glimpse that brings some
cheer
To you no less than those who hear
Tho words you speak, and, hearing,
lift
Their heavy eyes up to the rift
That breaks the .clouds and lets the
blue,
With its good cheer, come streaming
through.
Talk happiness. It's hard, no doubt,
But there's enough to talk about.
And though it isn't yours, perhaps,
Uejolee at other peoplo's snaps,
If you have troubles, cut them out.
Ur leave to friends to talk about.
Talk happiness, although
Your bosom may be full of woo,
But If you can't if you must tell
How far tho Lord has not done well
By you, go qut and throw your words
Of woo and troublo to the birds.
W. J. Lampton.
"What's that piece of cord tied
around your finger for," one Marsh
field citizen asked another as they
met on Front street.
"My wife put it there to remind
mo to mail her letter," the ono ad
dressed replied.
"And did you mail it?"
"No; she forgot to give It to me."
His Report.
Father How is it that I find you
kissing my daughter? Answer me,
sir! How is it?
Young man Fine, sir, flue.
"Now thero is nothing wrong or
ganically with your father. He needs
rest thnt is all. As for occupation
lot him do something that will nei
ther tax his mind nor carry with it
any responsibility," said a Marsh
flold physician to tho son of a man
who Is not well.
"I understand, Doc," the son re
plied, "I'll got him appointed to the
vacaucv on the Marsiilleld city coun
cil." Tho Impossibility of telling tho
exact truth "In tho paper" Is illus
trated by nn exchange who sets out
tho following items:
John Dovio, our grocorman, is do
ing a poor business. His storo is
dirty, dusty and noxiously oderiferi
ous. How can ho expect to do much?
Rev. Styx prcnohod last Sunday on
charity. His sermon was punk.
Dave Skunkey died at ills home In
this place. Tho doctor gave it out
as heart failure. Tho fact is ho was
drunk and whisky killed him.
Should tho editor really print such
truthful items ho would havo to meet
Dovio, Styx and tho Widow Skunkey
on tho ofllco steps boforo ho could get
tho key into tho lock. News has to
bo modified.
