Athena. Feb. 29.— (Special.)—Safe crackers blew open the postoffice safe in this city last night between 1 and 2 a. m. and made good their escape with about $40 in cash, the entire contents of the safe. Entrance to the postoffice was et fected by boring through the real door, and removing the bolt, the jot being done by some one perfectly familiar with the premises. The tools used by thé robbers were stolen from a local blacksmith shop and were left lying on the floor ot the postoffice. Two charges of dyna mite were used in blowing open the safe, the first evidently doing little damage, but the second and heaviei shot completely demolishing the front of the safe and exposed the in ner apartments. Postmaster L. A Githens estimates the amount takei at about $40. The explosion which shattered the safe door, was heard all over town and a large crowd rushed down tc the bank, thinking an attempt wa> being made to rob that building, but on reaching the bank. Cashier Le Grow, who was the first to reach the building, found that nothing had been molested there, and the crowd then went to the postoffice, finding the safe door blown into fragmenu and the tools lying on the floor, but the robbers gone. They had made quick work •'! rifling the safe after the explosion, as no one saw them, as the people rushed past the postoffice down tc the bank building, and by the time the crowd returned to the post off! ce no trace of the robbers could b« found. This is the fourth safe blown open in Umatilla county within the pas' month, and the work has evidently been done by the same parties as the same general methods have been pursued in all the robberies. The robberies mentioned are the Milton station safe, of the O. R. & N. com pany. the Oregon Lumber Yard safe in Pendleton, the Cayuse postoffio safe and the Athena postofflee safe It is thought that an organized band of safe blowers is at work in Umatilla county, so well organized and expert as to elude the extraordl nary vigilance of the efficient county officials and police. Idaho's eccentric, unique aud alto gether unparalleled supreme court has not been in session for some time past and at least one member of it is on his way to Tennessee, but the clerk is still handing out decis ions for publication periodically. Last night he released an opinion in which the act of the Sixth Idaho leg islature, approved March 16. 1901, providing for the licensing of ped dlers. hawkers and solicitors taking order for goods, us declared to be un constitutional and an unwarranted interference with interstate com merce in so far as it attempts to impose such burden upon the author ized solicitors and agents of citizens of other states trying to introduce and sell their goods in this state. The question was brought before the court through the original peti tion of Irven Kinyon, who was ar rested, tried, convicted and fined in Latah county for violation of the act .n question. Failing to pay his fine. Kinyon was committed to the coun ty jail. He appealed to the supreme court for a writ of habeas corpus. He Will Compile His Information and Judgment and Subject the Con clusion to the Next Session of the Irrigation Commission. T G. Hailey, the newly elected secretary of the State Irrigation Commission, is beginning tQ know that he is in the irrigation business, for he is already receiving letters and suggestions as to how the bus iness should be conducted, and what should be incorporated in the law. At the meeting held in Portland a short time ago it was decided by the commission to take the Idaho. Nevada. Wyoming and Utah laws as the latest and most feasible on the subject of irrigation, and from all of these to construct a law incorporat ing all the good points of all of the laws. Each member of the commis sion is to note the points he thinks the best as bearing on the condi tions with which be is familiar, and send the result of his study to Mr. Halley, who Is to prepare a draft of a law for the next meeting of the -ommission. which will be some time ifter April 20.
