Pacific Tima, on Tuesday April 16,2002 A four hour pe riod shall follow in which all bidders shall submit to the Agency (LaPine Water District) a Subcontractor Disclosure Form, identi fying any first-tier subcontractor that will be furnishing labor or labor and material on the Contract. The Regional Environmental Management Department (REM) of Metro, a metropolitan service district organized under the laws of the State of Oregon and the Metro Charter, located at 600 NE Grand Avenue, Portland, OR 97232-2736, is request ing proposals to develop and Implement long-term outreach strategies, tactics and Implementation plana to Increase source-separated recycling and salvage/deconatructlon at construction and demolition sites. Metro Is the regional government responsible for coordinating the region's solid waste and recycling systems. This includes developing a regional solid waste plan, implementing waste reduction programs and providing technical assistance to lo cal governments and others on waste reduction strategies. Metro is also responsible for regulating the disposal of solid waste generated within its boundaries. City and county local governments are responsible for regulating solid waste collec tion within their jurisdictions. Local jurisdictions also ensure households and businesses are provided with recycling collec tion and other waste reduction services. Prequalification forms may be obtained from the Engineer and should be submitted to the Owner via the Engineer (HGE INC., Architects, Engineers, Sur veyors & Planners - Coos Bay). If a prequalification form is on file with the Engineer and is not over one year old, refiling is not necessary unless there has been a substantial change in Contractor's status. Work included in this project is for public work subject to the Oregon Prevailing Wage Rate Laws (ORS 279.348 to 279.380). Bidders attention is directed to the requirements of employment and minimum wage rates to be paid. No bid will be considered or received by the LaPine Water District unless the bid contains a statement by the bidder as part of its bid that the provisions required by ORS 279.350 are to be complied with. Each bid must contain a statement as to whether the Bidder is a Resident Bidder as defined in ORS 279.029. Successful Bidder must be registered with the Construction Contractor's Board as required by ORS 671.530. Bidder is not required to be licensed under ORS 468A.720. No bid will be considered unless fully completed in the manner provided in the “Instruction to Bidders", upon the Bid Form (Pro posal) provided by the Engineer, and accompanied by a certified check or Bid Bond executed in favor of LaPine Water District in an amount not less than ten percent (10%) of the total amount of the bid. Bid Bond is to be forfeited as a fixed and liquidated damage should the successful Bidder neglect or refuse to enter into a contract and provide suitable bonds to ensure the faithful performance and payment of the work (in the event the contract is awarded such Bidder). Funds for the improvements are avail able, and monthly payments will be made by check. Contracts awarded for this project will be financed with a grant and loan from the Rural Development branch of the United States Department of Agriculture. Prior to any Contract Award, compli ance with all USDA/Rural Development requirements will be verified. Similarly, all project payments, change orders, and as sociated paperwork will be subject to USDA/Rural Development review and approval prior to becoming effective. LaPine Water District may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any and all bids upon a finding of the LaPine Water District that it is in the public interest to do so.
