T he P ortland O bserver • S eptember 7, 1 9 9 4 P age A 5 Oregon YouthCare” Insurance Coverage Introduced Now, m ost children in W estern O regon can be covered by a com pre hensive health plan - even if they are not covered under their parent’s insurance. Blue C ross and Blue Shield o f O regon is introducing “Oregon YouthCare” - an individual insurance product for children ages 0-17. The monthly premium is only $29.50 per child per month. Oregon YouthCare was devel oped to meet the needs o f families whose household incomes are too high to qualify for M edicaid, yet may not have access to insurance coverage through their place o f em ployment. The plan uses a m anaged care m odel, emphasizing wellness and preventative services, and yet still allow s subscribers to use providers outside the panel if they wish to pay an additional am ount. Oregon YouthCare has a $ 1,000 annual individual deductible, but that deductible does not apply to physi cian office visits, well baby care through age 2, childhood im m uni zations through age 6, and annual w om en’s exam s. These charges are c o v e re d a t 100% a f te r a $10 copaym ent when perform ed by the Primary Care Physician (PCP) the patient has selected. Emergency services are also not subject to the deductible if a patient is adm itted to the hospital due to an accidental injury. O therw ise, visits to the em ergency room carry an ad ditional $50 copaym ent designed to encourage patients to receive care from their PCP instead o f expensive COMMUNITY CHURCH OF GOD treatm ent in an em ergency room. O ther services covered by the O regon Y outhCare carry an 80% benefit once the deductible has been met. These services include mental health and alcoholism treatm ent, skilled nursing facility care, inpa- tien t rehabi li tauon, home health care and m aternity care. There is also a 50% benefit for prescription drugs, with no deductible. O regon Y outhC are was d e signed to provide convenient access to prim ary health services for chil dren, and to protect against cata strophic m edical expenses. It carri ers a lifetim e maximum o f $2 m il lion per subscriber. The service, called Blackbook II, is being provided by Blackbook International BusinessandEn- tertainment Reference Guide, a 26 year publication. The network is being billed as an exciting and in novative way for advertisers to reach African American consumers. As African Americans have very selective tastes, de siring only the best and willing to pay premium prices, this superhighway directly to the black consumer will olTcrprod- ucts of high appeal to African Americans and other affluent consumers, company officials said. Blackbook II will show case products that are more in line w ith w hat A frican A m e ric a n s s p e n d th e ir m oney on w hile giving in dividual consum ers the op portunity to shop in their home or office, w hile offer ing, at a glance, quality, upscale m erchandise and service. The premium rate will be ad justed based on the next age group ing. It is expected that this program will be successful in meeting the needs o f the uninsured children who have previously been priced out of affordable insurance coverage. Portland will be the next location o f the African A m erican Cham ber o f Com m erce o f Oregon The organization is currently being formed and will address economic em pow erm ent for O regon’s African A m ericans in nearly all categories. The cham ber has been a long standing idea o f many blacks, but had not come to reality until this past year Oregon had favorable representa tion at the recent U.S. African A merican Cham ber o f Com m erce National Convention held in Miami and Nassau in August.
