In response to his first-ever appeal on the 1992 tax form for contributions to reduce the federal deficit, dollars have been pouring into the Treasury. Through the second week o f M ay $276,557.10 had been received from 3.313 contributors. The funds will be financed by a 20 percent levy on excess profits plus an additional 0.29% payroll tax and will be controlled by boards on which trade union repre sentatives comprise a m ajority. Mortgage rates have been slowly rising over the last few weeks and several major banks recently raised their "p rim e” interest rate on loans to "p referred " customers from lOVi to 11 percent.
