The projects included in the application are components of a Vintage Trolley Project which is a central city shuttle service to be provided by authentic, fully restored historic streetcars in revenue passenger operation on the Banfield Light Rail trackage between the downtown terminal at S .W . 11th Avenue and a special trackage on N.E. 11th Avenue near Lloyd Center. The components to be funded by this grant include: engineering and construction of a maintenance facility located on the block between N.E. Hasaalo and N.E. Holladay and N.E. First and N.E. Occident; a station on N.E. 11th Avenue; stub-end track on N.E. 11th Avenue between N.E. Holladay and N.E. Multnomah; purchase of 3-4 renovated vehicles. The total grant application is for *1,106,000 of which *884,000 is Federal share and *221.000 is local share. No persons, families or businesaes will be displaced by this project. An environmental review has determined that this project does not result in significant environmental impacts. In keeping with the Banfield light rail project in general, construction along the light rail alignment will address the needs of the elderly and handi capped. Special treatment at station platforms and amenities such as widened sidewalks, curb cuts and benches will promote accessibility to stations and vehicles. A statement of Tri-Met’s proposed charter bus service is available for inspection at the Tri-Met Administration offices. This project is specifically designed to continue Tri-Met's commitment to lower employee absenteeism and to generally raise employee productivi ty. The project includes four programs: a) "Understanding the Workforce" to provide an adequate data base to more effectively target programs; b) "Therapeutic Return-to-Work Program" to reduce the coat and lost hours as a result of injury or illness; c) "Employee Assistance Program" to pro vide counseling services for employees; d) "Productivity Through In creased Employee Communication" to provide improved internal com munications by objectives program. The total cost is *166,000 (Federal share: *123,750; local share: *14,260).
