From the perspective o f the p o lit ical and economic elite o f Argentina, the actions by the Western bankers in the weeks fo llo w in g a possible Argentine defeat w ill be crucial. A rgentina has an external debt o f $34 b illio n , o f which about $17 b il lion is owed to B ritish banks. The country owes $9 b illio n to U .S. banking institutio ns. Debt payment has continued to grow over the years w ith interest alone am ounting to $2.5 b illio n fo r 1982. The to ta l am ount that A rgentina is supposed to come up w ith fo r this year is no less than $11 b illio n . Yet its d o lla r reserves are just $3.6 b illio n . A b o u t 67 cents o ut o f every d o lla r that A rgentina earns fro m its exports have to be used to pay interest on its external debt. W ith a reduction o f exports to the European c o m m u n ity -a b o u t 25 per cent o f export e a rnin gs-the situa tio n is even m ore c ritic a l. A n d no one knows fo r sure w hat has been the direct cost o f the war o r what longterm effect it w ill have on the whole economy. Since A p ril, European banks have have frozen their loans to Argentina. European lenders are fe a rfu l o f what may happen in A rgentina and they d o n o t w an t to take chances. There even has been serious ta lk re cently o f increasing interest rates on loans to A rgentina. Yet they do not want to foreclose on their loans, e ith e r. T h a t c o u ld crea te a m a jo r fin an cia l crisis. I f , fo llo w in g an A rgentine defeat, interna tion al bankers show them selves w illin g to renegotiate the loans on generous terms, then there is reason to believe that Argentina could happen i f the tide o f popular nationalism and a n ti-B ritish senti ment were defused su ffic ie n tly to allow dealing w ith m ajor Western economies. A n d that sentim ent, in tu rn , depends on whether Argentina is hum iliated in a crashing and ab solute defeat, or allowed to save face through a com prom ise on the islands w hich eventually would resolve the issue o f sovereignty in their fa vor. W hether the W estern powers w ill recognize the situation and try to avoid it remains to be seen. I f they do not, the end o f the war in the is lands may well be the beginning o f even more serious problem s on a w o rld scale.
