F le m m in g , a fo rm e r P re s i dent o f the U n iv e rs ity o f O re g o n , was named to the C ivil Rights C o m mission in 1974 by President Nixon. This December he was removed by President Reagan following his criti cism o f the negative impact o f Rea gan's proposed eco no m ic policies on m in o ritie s and on eq ual rights and civil rights enforcement.
