PDC puts fo rth the logic that in addressing C o lu m b ia and Low er U nion needs, em ploym ent w ill be generated from which northeast res idents w ill b e n e fit. H ow ever, n o where in the plan are there commit ments to First Source or Neighbor hood H ire . There is no assurance that jobs would go to neighborhood residents and rem ain w ith them through C ity m onitoring o f agree ments. F urth er, the plan docs not contain job-generating goals. P ro vid in g needed jobs to resi dents o f the northeast area will not in itself lead to upgrading and de velopment o f U nion Avenue. The C ity should com m it specific re sources and activities to small and m inority businesses on Union and he b ordering com m ercial areas, • c ., N .E . Given the blighted appear ance o f d ilapid ated buildings and houses, what activity will take place that is specifically designed for en hancement o f the community's de velopment on Union and in the sur rounding Boise, E lio t and King neighborhoods? P D C apparently plans to address this core inner northeast area princi pally through the program o f River East Progress, Inc. (R E P I), a busi ness development corporation that has received $21,636 from the C ity’ s Industrial District Technical Assist ance funds. R E P I has one paid staff, the executive director. A review o f the activities con tracted to R E P I, as presented in the plan, shows them to be virtually the same activities proposed to be un d ertaken by P D C . For exam ple, R EPI is contracted to prepare a de velopm ent and managem ent plan for parking lots along U nion. Why is this also listed as part o f P D C ’ » Action P la n ” ? There appears to be tremendous overlap and inconsis tency between what REPI and PDC are going to undertake. O ther in stances of P D C /U n io n Ave. office proposed activities that are also pre sented as R E P I’s contracted respon sibility include the development and administration o f a marketing pro- gram and provision o f financial and relocation assistance to businesses. A recent city newspaper article in dicated that P D C was considering closing its U n io n A venue O ffic e . W hat it the role o f that office and what financial assistance programs, referred to in the plan, w ill be ad ministered from that office? W hat can a newly organized de velopm ent c o rp o ra tio n w ith ex trem ely lim ited s ta ff and financial resources do to address longstand ing, unaddressed problem s in this area? W ill R E P I be the scapegoat for PDC s and the C ity's failure to meet the needs o f this community? In developing a m arketing p ro gram or other a c tiv itie s , P D C should define its targets and, though it can use R E P I, the N E Boosters and o th er co m m u n ity groups to carry out activities, P D C must be held accountable for successful mar keting and development o f the core area. Their activities should include active prom otion and development o f viable commercial sites, such as, but not lim ited to , N E Fremont at U n io n and N E K illin g s w o rth at Union Promotion o f crime preven tion should be undertaken. There should be pursuit o f solutions to in surance problems that restrict in- vestment in the area. The Bureau o f Hous ing and C om m unity Development has designated neighborhoods for expenditures during the coming fis cal year which include King, Boise and Eliot W hy does the P D C plan fail to define coordinated planning and expenditure o f these and other potential public and private housing resources and activities consistent with th e ir econom ic develop ment objectives for the inner north cast .' Is the mayor's second plan to coordinate economic development working? In identifying current resources available, the plan outlines the In d u s tria l Site D evelopm ent Fund. The p la n ’s other id e n tifie d p ro grams have been approved by Coun cil and presented to the community prior to this document. There has been no presentation o f guidelines for the Industrial Site Development Fund. The program is scheduled on this week’s Council agenda. Il should be noted that the three lo-one match requirem ent o f this new loan program does not more adequately address the needs o f m i n o rity businesses than the C it y ’ s existing Revolving Loan Fund, from which no Black business has re ceived a lo an . The P IX plan proposes to create a task force o f C ity bureau and other governm ental agency repre sentatives to assure cooperation and coordination in the objectives o f the plan.
